Book excerpt: Biodiversity, sometimes simply understood as "diversity of species", is a specific quality of life on our planet, the dimensions and importance of which have just lately been fully realized. Today we know that "biological diversity is a global asset of incalculable value to present and future generations" (Kofi Annan). Biodiversity is spread unequally over the world: in fact, the main share of biological resources worldwide is harboured predominantly by the so-called developing countries in the tropics and sub tropics. Therefore, Biodiversity - A Challenge for Development Research and Policy was chosen as the title for an international conference which was held in Bonn in 1997 as one of the first major events organized by the then newly established North-South Centre for Development Research (ZEF) at Rheinische Friedrich-Wilhelms-Universitat Bonn (Germany). Since the ZEF, founded by the Senate of the University of Bonn in 1995, has played a central role in turning Bonn into a centre for international cooperation and North-South dialogue. The Centre is a product of the Bonn Berlin agreement of July 1994 which was adopted to offset the effects caused by the Parliament and much of the Government moving to Berlin. It fits in well with the double strategy to strengthen Bonn's position as an interna tional science arena and as an eminent place for development policy and the national and supranational agencies dealing with this issue.

Book excerpt: This work originated in a research project for the measurement and analysis of income distribution in the Latin American countries, undertaken jointly by the Economic Commission for Latin America and the World Bank. The present paper presents estimates of the extent of absolute poverty for ten Latin American countries and for the region as a whole in the 1970s, on the basis of available household surveys and population censuses. They are based on country-specific poverty lines representing minimum acceptable levels of private consumption, drawn according to a food-based method. Such poverty lines - ranging from 150 to 250 dollars of annual household consumption per capita - express a normative definition of the absolute dimensions of poverty, partly based on expert appraisals and partly reflecting the actual behavior of low income households facing the life style projected by Latin American development. According to these estimates, 40 percent of Latin American households were poor at the beginning of the 1970s, the incidence of poverty being 26 percent in urban areas and 60 percent in rural areas. Urban poverty extended to more than one-third of urban households in some countries (Brazil, Colombia, Honduras) while affecting between 20 and 30 percent in others (Peru, Mexico, Venezuela), about 15 percent in Costa Rica and Chile and less than 10 percent in Argentina and Uruguay. The extent of poverty in rural areas would not be less than 20 percent in any case and would reach more than 60 percent in some countries. The corresponding poverty gaps were also estimated; in terms of total household income, they may represent manageable proportions (around 2-3 percent) in the better-off countries, but are in the 4-8 percent range in the bigger countries of the region and reach as much as 12 percent in Peru and 17 percent in Honduras.

Book excerpt: This book examines two types of transnational money laundering: the use of offshores and wire transfers to “invest” in real estate; and agribusiness, a nebulous activity that is difficult to regulate. The author also examines current international mechanisms to combat money-laundering; whether these efforts have been successful or unsuccessful; and whether multilateral instruments are an effective tool in the war against international organized crime. As national borders have opened and trade barriers have fallen, transnational crime has grown at unprecedented levels. The current situation, better revealed by the so-called “Panama Papers,” is a result of a lack of local cooperation in the investigations, prosecution, and/or extradition of criminals. Governments profit from ill-gotten wealth hosting international criminal enterprises in their own territories, thus providing a fertile ground for illicit practices, closing their eyes to the nexus among false or inappropriate identification, fraudulent records, corruption, and money laundering. If these types of transnational money-laundering are allowed to remain as they are currently treated, the shift in the financial paradigm, from centralized and regulated to decentralized and “unregulated,” would allow for the continuation of some of the most dangerous criminal activity. In this timely book, the author presents arguments that by “following the money,” capital movements involved in transnational money laundering through real estate and agribusiness can be examined, revealed, and understood.
