Este libro es el resultado del Seminario Internacional de Gestión de Demanda de Agua, que se celebró en 2002 en Zaragoza, y en el que participaron varios expertos que trabajan en el campo de la economía y la política del agua. El libro presenta la contribución de estos expertos que analizan los instrumentos económicos en la gestión de los recursos hídricos, y que examinan desde enfoques teóricos, empíricos, e institucionales la utilización de estos instrumentos para conseguir un uso sostenible del agua en la agricultura. El libro está dirigido a los estudiosos y profesionales vinculados a la gestión de los recursos hídricos, en sus facetas económica, ecológica e hidrológica, y a los asesores y responsables de la toma de decisiones en la administración pública, la empresa privada, las organizaciones sociales y los grupos de presión.

Esta circunstancia responde a que en nuestro país la aproximación a la política hidráulica y a la planificación hidrológica se ha producido históricamente desde una perspectiva exclusivamente técnica y no económica. El presente libro desarrolla, a lo largo de los primeros capítulos, los principios básicos de la economía y política de gestión del agua y resume las experiencias internacionales más relevantes sobre políticas de oferta y demanda. La segunda parte, y núcleo central del libro, presenta los resultados de una exhaustiva investigación llevada a cabo en quince zonas regables pertenecientes a las cuencas hidrográficas del Duero, Guadiana, Guadalquivir, Júcar y Segura que ha permitido estimar las curvas de demanda de agua de dichas zonas regables y evaluar diversas políticas de gestión del agua en la agricultura española, propuesta desde distintos ámbitos. La investigación se ha llevado a cabo mediante un convenio entre la UPM y el MAPA bajo la dirección de José Ma Sumpsi Viñas, catedrático de dicha universidad. El carácter híbrido del libro, conceptual y teórico por un lado pero empírico y aplicado por otro, hace que su lectura sea interesante tanto para alumnos y estudiosos del tema como para profesionales vinculados a la agricultura del regadío, así como para responsables de la gestión del agua en el sector agrario, sector que en España, al igual que en la mayoría de los países mediterráneos, utiliza la mayor parte de los recursos hídricos disponibles.

Book excerpt: Mediterranean irrigation is diverse due to, among other factors, the relative importance of water in the economy of each country, varied levels of aridity, heterogeneous levels economic, social and technological levels of development, and differences in political and social organization. However, most of the Mediterranean countries face similar problems to meet their water demands because of the scarcity and variability of renewable resources, growing water requirements from non-agricultural sectors, increasing environmental concerns related to water quality and environmental degradation, a social demand for larger public participation, and important technological changes. The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries. The book has been written at a critical moment, when the continued application of a supply-side water management model is revealing its unsustainable nature in numerous places; when significant technological changes are taking place in the irrigation sector; when new forms of management and governance are widely held as badly needed; and finally, when climate change is compounding many of the difficulties that have characterized irrigation policies and practices in the past decades. This complicated future context makes Mediterranean irrigation face various political dilemmas on water management, raising social tensions, triggering territorial and land conflicts, and stimulating new technological developments. This book provides a timely analysis of the particular trajectory of eight Mediterranean countries in these uncertain transformations, and attempts to identify the best strategies to avert or overcome future risks.
