Este libro se refiere a una forma particular de la desigualdad: aquella que existe entre los distintos territorios que integran el mosaico de la geografía del desarrollo en cada país de nuestra región. Nos referimos a las diferencias que son el resultado de la acción humana, expresada, por ejemplo, en fallas de mercado, en instituciones económicas o no económicas o en los procesos de decisión de las políticas públicas. Hay abundante evidencia de que las desigualdades territoriales son diferentes y adicionales a las que afectan a los individuos o a los grupos sociales, y que constituyen un componente importante de la desigualdad general. Además de dos artículos introductorios —síntesis general y aspectos metodológicos de los estudios— este libro documenta los cambios entre mediados de la década de 1990 y mediados de la década del 2000 en el ingreso o consumo per capita, en la incidencia de pobreza y en la distribución del ingreso o del consumo per capita en poco más de nueve mil municipios, provincias o departamentos, según el caso, de nueve países: Brasil, Chile, Colombia, Ecuador, El Salvador, Guatemala, México, Nicaragua y Perú.

Book excerpt: The Evolving Geography of Productivity and Employment: Ideas for Inclusive Growth through a Territorial Lens in Latin America and the Caribbean employs a territorial lens to understand the persistently low economic growth rates in Latin America and the Caribbean (LAC). Using new data and methods, it shows that deindustrialization, distance, and divisions offer intertwined explanations for an urban productivity paradox in the LAC region: its highly dense cities should be among the world’s most productive, yet they are not. LAC cities have been held back by lack of dynamism, poor connectivity, and divisions into disconnected poor and affluent neighborhoods. Deindustrialization has shifted urban employment, especially in the largest LAC cities, away from manufacturing and toward less dynamic, low-productivity nontradable activities, such as retail trade and personal and other services, that profit less from agglomeration, especially in highly congested cities. Although employment in urban tradable services has risen, the increase has not been strong enough to offset the decline in manufacturing employment. Meanwhile, intercity connectivity issues have undermined the performance of the region’s network of cities by restricting market access and firms’ ability to benefit from specialization in smaller cities. Within cities, poor connectivity and residential labor market segregation have limited the gains from agglomeration to neighborhoods in central business districts where formal firms operate. Informality has persisted in low-income neighborhoods, where residents face multiple deprivations. By contrast, many agricultural and mining areas have benefited from the strong demand for commodities by China and other fast-growing economies, particularly during the Golden Decade (2003†“13), leading to a decline in territorial inequality in most countries in the region. The report concludes that to encourage inclusive growth, countries must more efficiently transform natural wealth into human capital, infrastructure, and institutions and improve the competitiveness of the urban economy. It then sketches out the contours of such a development strategy, identifying policy priorities at the national, regional, and local levels.

Utilizando nuevos datos y métodos, se muestra que la desindustrialización, la distancia y las divisiones son factores interrelacionados que explican la paradoja de la productividad urbana en ALC, a saber: las ciudades densamente pobladas deberían estar entre las más productivas del mundo, pero no lo están. Las ciudades de ALC se han visto frenadas por la falta de dinamismo, la mala conectividad y las divisiones en barrios pobres y prósperos desconectados. A causa de la desindustrialización, el empleo urbano se ha desplazado, especialmente en las ciudades más grandes de la región, de las manufacturas a actividades no comercializables menos dinámicas y de baja productividad, como el comercio minorista y los servicios personales y de otra índole, que se benefician menos con la aglomeración, sobre todo en ciudades muy congestionadas. Si bien el empleo en el sector de los servicios comercializables urbanos ha aumentado, el alza ha sido lo suficientemente firme como para compensar la disminución del empleo en el sector manufacturero. Al mismo tiempo, los problemas de conectividad interurbana han menoscabado el desempeño de la red de ciudades de la región, dado que restringen el acceso a los mercados y la capacidad de las empresas para beneficiarse de la especialización reubicándose en ciudades más pequeñas. Dentro de las ciudades, la conectividad deficiente y la segregación del mercado laboral residencial han limitado los beneficios de la aglomeración a los vecindarios de los distritos comerciales centrales donde operan las empresas formales. La informalidad ha persistido en los barrios de bajos ingresos, cuyos habitantes enfrentan múltiples privaciones. En cambio, muchas zonas agrícolas y mineras se han beneficiado con la fuerte demanda de productos básicos por parte de China y otras economías de rápido crecimiento, particularmente durante la década dorada (2003-13), lo que llevó a una disminución de la desigualdad territorial en la mayoría de los países de la región. Se concluye que, para fomentar el crecimiento inclusivo, los países deben transformar más eficientemente la riqueza natural en capital humano, infraestructura e instituciones, y mejorar la competitividad de la economía urbana. En tal sentido, se esbozan los contornos de dicha strategia de desarrollo, identificando las prioridades en materia de políticas a nivel nacional, regional y local.

Book excerpt: Panorama of Rural Poverty in Latin America and the Caribbean 2018, published by the Food and Agriculture Organization of the United Nations (FAO), addresses the important challenges faced by the region in developing its rural territories to achieve the targets of the Sustainable Development Goals by 2030, particularly SDG 1 to end poverty in all its forms everywhere. After many years of progress, poverty and extreme rural poverty in the region have started to increase again. This is worrying news for countries of the region and the international community because, if they do not return to the path of rural poverty reduction, millions of people will be excluded from the opportunity to contribute to the development of their families, communities and countries. The 33 Member States of the United Nations in the region have pledged their commitment to eradicating rural poverty by 2030 and, despite the recent trend, it is still possible to achieve this goal. This report also highlights the persistence of significant gaps between rural and urban areas, which is incompatible with sustainable and equitable development. Of the 169 targets of the Sustainable Development Goals, 132 require actions that must be carried out in rural territories.

Book excerpt: This book forges a new approach to historical and geographical change by asking how gender arrangements and dynamics influence the evolution of institutions and environments. This new theoretical approach is applied via mixed methods and a multi-scale framework to bring together unusually diverse phenomena. Regional trends demonstrated with quantitative data include the massive incorporation of women into paid work, demographic masculinization of the countryside and feminization of cities, rapidly increasing gaps that favor women over men in education and life expectancy, and extraordinarily high levels of violence against men. Case studies in Mexico, Chile and Bolivia explore changes influenced by gender practices and expectations that involve men in different ways than women; they also highlight dissimilarities and power relations between differently positioned masculine groups. Ethnographic studies of culturally diverse arrangements, together with particular attention to subordinate versus dominant masculinities, complicate the gender binaries that circumscribe so much research and policy. Drawing attention to imbalances and conflicts generated by inappropriate models and uneven developments, the book points to opportunities for experimenting with and adapting the sociocultural institutions that govern relations among humans and between humans and their environment.

Book excerpt: According to the United Nations Development Program (UNDP) and the United Nations Conference on Trade and Development (UNCTAD), the private sector plays a key role in achieving the UN Sustainable Development Goals (SDGs). After all, sustainable and inclusive economic growth is essential to enable more people to participate in global prosperity. Encouraging entrepreneurship and job creation are key to SDG 8, as are effective measures to eradicate forced labor, slavery, and human trafficking. Since more than 90 percent of jobs are created by the private sector, more attention must be paid to entrepreneurs that help create dynamic and responsible enterprises that often generate positive externalities for society and the environment through investments in scalable innovations and a commitment to local embeddedness. As such, they help lift people out of poverty through new and relatively well-paid jobs and enable local economies to become more sustainable through global value chain integration. Transitioning to Decent Work and Economic Growth explores the prospects for SDG 8 in the Global South as well as the Global North. It especially considers the positive role the private sector may play as an enabler of human rights, creator of decent work and engine for inclusive development in different contexts. This book provides the first comprehensive account of this phenomenon, exploring how women came to give these experiences a name - violence against women in politics - and lobbied for its increased recognition by citizens, states, and international organizations. Tracing how this concept emerged inductively on the global stage, the volume draws on research in multiple disciplines to resolve lingering ambiguities regarding its contours. It argues that this phenomenon is not simply a gendered extension of existing definitions of political violence privileging physical aggressions against political rivals. Rather, violence against women in politics is a distinct phenomenon involving a broad range of harms to attack and undermine women as political actors.
