To establish high-quality and affordable transport systems, cities must ensure their financial sustainability to fund new investments in infrastructure while also funding maintenance and operation of existing facilities and services. However, many cities in developing countries are stuck in an "underfunding trap" for urban transport, in which large up-front investments are needed for new transport infrastructure that will improve the still small-scale, and perhaps, poor-quality systems, but revenue is insufficient to cover maintenance and operation expenses, let alone new investment projects. The urban transport financing gap in these cities is further widened by the implicit subsidies for the use of private cars, which represent a minority of trips but contribute huge costs in terms of congestion, sprawl, accidents, and pollution. Using an analytical framework based on the concept of "Who Benefits Pays," 24 types of financing instruments are assessed in terms of their social, economic and environmental impacts and their ability to fund urban transport capital investments, operational expenses, and maintenance. Urban transport financing needs to be based on an appropriate mix of complementary financing instruments. In particular for capital investments, a combination of grants †“from multiple levels of government†“ and loans together with investments through public private partnerships could finance large projects that benefit society. Moreover, the property tax emerges as a key financing instrument for capital, operation, and maintenance expenses. By choosing the most appropriate mix of financing instruments and focusing on wise investments, cities can design comprehensive financing for all types of urban transport projects, using multi-level innovative revenue sources that promote efficient pricing schemes, increase overall revenue, strengthen sustainable transport, and cover capital investments, operation, and maintenance for all parts of a public transport system, "from the sidewalk to the subway."

Book excerpt: On July 6, 2012, President Barack Obama signed the Moving Ahead for Progress in the 21st Century Act (MAP-21; P.L. 112-141). The act authorized spending on federal highway and public transportation programs, surface transportation safety and research, and some rail programs and activities through September 30, 2014. MAP-21 authorized roughly $105 billion for FY2013 and FY2014 combined. It also extended FY2012 surface transportation authorizations to the end of the fiscal year, raising the total authorization to approximately $118 billion. Most of the funding for surface transportation bills has been drawn from the highway trust fund (HTF) since its creation in 1956, but the HTF, which receives revenue mainly from federal motor fuel taxes, has experienced declining revenue due to a sluggish economy and improvements in vehicle fuel efficiency. For the past several years, HTF revenue has been insufficient to finance the government's surface transportation programs, leading Congress to delay reauthorization for 33 months following expiration of the last multi-year reauthorization. Although Congress was unable to agree on a long-term solution to the HTF revenue issue, MAP-21 did provide for the transfer of sufficient general fund revenues to the HTF to fund a two-year bill. MAP-21 made major changes in the programmatic structure for both highways and public transportation and included initiatives intended to increase program efficiency through performance-based planning and the streamlining of project development. Among its major provisions, MAP-21 included: for the federal-aid highway program, research, and education, authorizations for FY2013 of $40.96 billion and for FY2014 of $41.03 billion; for public transportation, authorizations for FY2013 of $10.58 billion and for FY2014 of $10.7 billion; for the Transportation Infrastructure Financing and Innovation Act (TIFIA), which provides credit assistance for surface transportation projects, a significant expansion that could provide credit support of up to $690 million for FY2013 and $9.2 billion for FY2014; major program restructuring, which reduced the number of highway programs by two-thirds and consolidated public transportation programs as well; more distribution of funding via apportionment to the states and less discretionary funding via the Department of Transportation (DOT) to individual projects; no project earmarks; no equity program, instead basing the distribution of highway funding on the FY2012 distribution such that each state will likely receive as much federal highway funding as its highway users paid to the highway account of the HTF; and changes in the National Environmental Policy Act (NEPA) compliance process intended to accelerate project delivery.

Book excerpt: The nations air, land, and marine transportation systems are designed for accessibility and efficiency, two characteristics that make them vulnerable to attack. The focus of chapter 1 is how best to implement and finance a system of deterrence, protection, and response that effectively reduces the possibility and consequences of terrorist attacks without unduly interfering with travel, commerce, and civil liberties. Almost every conversation about surface transportation finance begins with a two-part question: What are the needs of the national transportation system, and how does the nation pay for them? Chapter 2 is aimed almost entirely at discussing the how to pay for them question. On December 4, 2015, President Barack Obama signed the Fixing Americas Surface Transportation Act (FAST Act; P.L. 114-94). As reported in chapter 3, the act authorized spending on federal highway and public transportation programs, surface transportation safety and research activities, and rail programs for five years, through September 30, 2020. Despite significant investments in public transportation at the federal, state, and local levels, transit ridership has fallen in many of the top 50 transit markets. If strong gains in the New York area are excluded, ridership nationally declined by 7% over the past decade. Chapter 4 examines the implications for federal transit policy of the current weakness and possible future changes in transit ridership. Congress created the Railroad Rehabilitation and Improvement Financing (RRIF) program to offer long-term, low-cost loans to railroad operators, with particular attention to small freight railroads, to help them finance improvements to infrastructure and investments in equipment. This program is discussed in chapter 5. The Department of Transportations (DOT) Federal Railroad Administration (FRA) and Federal Transit Administration (FTA) carry out different approaches to rail safety oversight. FRA has a more centralized safety oversight program for railroads, while FTAs program for oversight of rail transit safety largely relies on state safety agencies to monitor and enforce rail transit safety, as established in federal statute. Chapter 6 examines (1) key characteristics of FRAs and FTAs rail safety oversight programs and (2) strengths and limitations of FRAs and FTAs rail safety oversight programs. Research sponsored by the Federal Railroad Administration (FRA) has identified driver behavior as the main cause of highway-rail grade crossing crashes and that factors such as train and traffic volume can contribute to the risk of a crash. Chapter 7 examines: (1) the focus of FRAs grade-crossing-safety research, (2) how states select and implement grade-crossing projects and what data are available from FRA to inform their decisions, and (3) the challenges states reported in implementing and assessing projects and the extent to which FHWA assesses the programs effectiveness.

However, this report proves that this is not the case anymore. There are many other innovative ways from which transport infrastructure construction could be funded other than the government's available (public) resources.

Book excerpt: Several Virginia localities have used local funding and financing sources to build new roads or complete major street improvement projects when state and/or federal funding was not available. Many others have combined local funding sources with state and/or federal funds to accelerate a project of importance to the locality. The purpose of this study was twofold: (1) to determine the extent to which local governments have completed road projects under Virginia statutes that enable various types of funding and financing tools and to document lessons some localities learned in the process; and (2) to identify examples of locally generated funding sources from other states not currently used in Virginia that could be promising for road projects. To achieve the first purpose, case studies and a survey were used to gather the necessary information. To achieve the second purpose, a literature review was conducted. Different localities had different enabling factors that led to their decisions to apply local funds to road projects. Enabling factors that were evident from the case studies included the following: - high growth rates and the resultant increases in tax receipts; - regional medical centers associated with substantial ancillary land development; - local government staff with experience managing road construction projects; - a combination of future-focused transportation plans and negotiation during the land development process; - a record of success with similar projects; - collaboration with universities and other local governments; - careful budgeting and saving. Examples of locally generated funding sources from other states that are not widely used in Virginia include transportation utility fees, local motor fuel taxes, mileage-based user fees, special property taxes on non-residential parking spaces, a tax per employee, concurrency, availability payment public-private partnerships, and various types of special districts. In addition to identifying the enabling factors listed, the study concludes that Virginias local governments have become major funding sources for road improvements of local importance. This role intensified as state funding levels decreased before Virginia's 2013 transportation funding revisions, but some localities said that they could not sustain this trend over the long term. Even so, localities have an interest in using local dollars to advance local priority projects. The study recommends that the Virginia Center for Transportation Innovation and Research and the Virginia Department of Transportations Local Assistance Division (1) develop a road show summarizing the findings from the case studies conducted in this study, with a focus on options for local funding that other localities might find useful and (2) enhance an existing annual workshop that focuses on local project administration to add consideration of innovative local funding tools currently in use by jurisdictions outside Virginia.
