At the heart of the preservation decision-making process is pavement performance. This report documents the recommended experimental design for the LTPP SPS-11 Asphalt Concrete (AC) Pavement Preservation Study as well as the various elements required for its successful implementation. However, the recommended experiment will not be implemented under the LTPP program, but the experiment and this project report can be adopted and adapted by interested highway agencies to achieve the stated benefits, and consequently the impetus for publication of the report. The underlying concept of the experiment is to apply the same preservation treatment, at different times, on the same pavement structure to determine the effectiveness of a single application of a treatment as a function of pavement condition and time. This experiment is designed to answer the question on when is the best time to apply a preservation treatment on AC pavements. It will also enable development and implementation of important pavement preservation products and tools, such as addition of pavement preservation considerations to the AASHTO Mechanistic-Empirical Pavement Design Guide and associated software.

Book excerpt: This report documents the early observations from the Long-Term Pavement Performance (LTPP) Specific Pavement Studies (SPS) conducted as part of the LTPP Program Data Insight, which was conducted to identify initial findings from the test sections established for this program. Comparisons of performance trends were made to evaluate both the distinctions between the various rehabilitation treatments and the performance of the individual treatments themselves based on their condition prior to the treatment. Most of the rehabilitation strategies are still performing adequately after 3 to 4 years of service, as should be expected.

The MAP was initiated in August 2004 to improve the extent and amount of materials data to characterize the pavement structure of test sections at LTPP Specific Pavement Study (SPS) -1, -2, -5, -6, and -8 experimental sites. The success of the MAP can be attributed to the cooperation and efforts of participating highway agencies, leadership of the Federal Highway Administration (FHWA) LTPP team, and technical input from LTPP's Transportation Research Board Committee and Expert Task Groups. The MAP was also supported by the efforts of the FHWA LTPP team of technical services, regional support, and laboratory contractors. Through this effort, the amount and quality of available materials data greatly increased. Data from tests not previously performed were added, results from aging materials tests were obtained, corrections were made to some pavement structure information from new field investigations, and to the extent possible, previous data deficiencies were corrected. This report documents the planning, execution, and outcomes of this highly successful activity.

These analyses included: 1) developing a data analysis plan, 2) receipt and processing of data into suitable data bases for analysis and conducting statistical evaluations of the data bases, 3) using the LTPP data to evaluate the American Association of State Highway and Transportation Officials (AASHTO) design equations, 4) conducting sensitivity analyses to identify the independent variables that have significant impacts on pavement performance and to quantify the relative impact of each, and 5) using the experience gained from these early data analyses to recommend concepts for future data analyses.
