Book Handbook of Local Government Fiscal Health

Download or read book Handbook of Local Government Fiscal Health written by Helisse Levine and published by Jones & Bartlett Publishers. This book was released on 2012 with total page 574 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fiscal health of local governments and municipalities has remained an important issue since the crises of the 1970s in places like New York, Philadelphia and Cleveland. More recently, the bankruptcy of Orange County California raised the possibility of a different type of financial failure than earlier ones. The beginning of the 21st century has witnessed two major economic bubbles including the dotcom and housing bubbles. These economic cycles combined with increasing health care, pension and other structural costs continue to challenge the fiscal viability of many jurisdictions. In particular, the economic and financial crisis of 2007-2008 is likely to result in potentially serious fiscal challenges for local jurisdictions.

Book Local Government Budgeting

Download or read book Local Government Budgeting written by Gerasimos A. Gianakis and published by Bloomsbury Publishing USA. This book was released on 1999-01-30 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: In an effort to bridge the gap between budget theorists and practitioners, this book approaches local government budgeting as the internal resource allocation process of a highly differentiated organization that operates in a very political environment, and whose boundaries are particularly permeable during the formal budget process. Written by academics with extensive practical experience in local government budgeting and finance, this text will be equally useful to practitioners, scholars and students. Theory building in public budgeting has been dominated by political science and economics, and these approaches have not produced theories that can serve as guides to action for practitioners or help them understand their action environments. In order to produce theory that has meaning for practitioners, researchers should approach the subject as it is experienced by practitioners. The long-term financial health of local governments requires an integrated approach to public budgeting. This book develops theory that illuminates practice. It recognizes that the budget process is the only organization-wide process that integrates all of the agencies that comprise the government, and thus, the budget must address the long-term consequences of any action. The budget process itself is presented as a vehicle to develop the decision premises and organizational values that will support allocative efficiency and productivity.

Book Innovative Infrastructure Finance

Download or read book Innovative Infrastructure Finance written by Can Chen and published by Springer Nature. This book was released on 2022-02-04 with total page 198 pages. Available in PDF, EPUB and Kindle. Book excerpt: Infrastructure is the foundation of modern economies. A robust, efficient, and well-maintained infrastructure system is critical to support the nation’s economy, improve quality of life, and strengthen global competitiveness. The serious infrastructure deficit in the U.S. is well-known. State and local governments are struggling to finance the needed expansion, upgrades, and repairs. Meeting the infrastructure financing challenge has emerged as one of the most urgent issues facing the country. Despite the growing number of innovations in state and local infrastructure financing, current information on innovative infrastructure financing is scattered and time-consuming to find. Until now, there was no detailed, comprehensive assessment of current knowledge and practice in innovative infrastructure financing. This book fills that gap and offers policy suggestions for state and local government managers who are considering the adoption and implementation of innovative infrastructure financing. It provides detailed case studies and rich examples that describe innovative approaches to fund state and local infrastructure development. These experiences and lessons in applying these innovations will be particularly useful for state and local government practitioners, professors, applied policy analysts, and students in public administration, policy, and public finance.

Book Local Government Finance Private Resources and Local Credit Markets in Asia

Download or read book Local Government Finance Private Resources and Local Credit Markets in Asia written by Roberto de Vera and published by . This book was released on 2003 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ongoing political decentralization in Asia, with central governments devolving to local governments the responsibilities of delivering key development projects and public services, calls for sound local government finance. Local government finance in the region exhibits several problems: deterioration of the fiscal health in many countries, mismatch between the delegated responsibilities and revenue-generating authority, resultant continued heavy reliance on central government transfers, and lack of political will to develop an external financing strategy to tap long-term private resources. In order for local governments to mobilize private savings for long-term infrastructure projects, it is imperative to develop municipal credit markets. Two models of municipal credit markets can be considered: the bank model popular in Western Europe and the bond model widely used in North America. The bond model has theoretically more advantages than the other. However, Asian local governments may start with either model considering the countries' social-cultural-political milieu and keep a proper combination of both models serving different segments of local credit markets.

Book The Price of Government

Download or read book The Price of Government written by David Osborne and published by Basic Books. This book was released on 2009-04-29 with total page 386 pages. Available in PDF, EPUB and Kindle. Book excerpt: Government is broke. The 2004 federal deficit is the highest in U.S. history. The states have suffered three years of record shortfalls. Cities, counties, and school districts are laying off policemen and teachers, closing schools, and cutting services. But the fiscal pain won't go away, and the bankrupt ideologies of left and right offer little guidance. The Price of Government presents a radically different approach to budgeting -- one that focuses on buying results for citizens rather than cutting or adding to last year's spending programs. It advocates consolidation, competition, customer choice, and a relentless focus on results to save millions while improving public services.
