Centred on an analysis of an extensive interview survey of international SSR practitioners and local researchers in Kosovo and local research papers, this book highlights how local research has engaged with, challenged and contributed to international SSR. Despite the general experience of local marginalisation, local researchers have an important role to play. Following engagement with local research, international SSR practitioners may consider local context in greater depth and think more critically about SSR implications. This highlights the potentially key role that local researchers can play to support effective post-conflict recovery.

Post-war Kosovo is one of the high-profile cases of international intervention, hosting a series of international missions besides a massive inflow of international aid, technical assistance and foreign experts. Theoretically, the book goes beyond the standard narrative of international top-down institution building by exploring how international and local factors interact, bringing in the mediating role of local resistance and highlighting the hybridity of institutional change. Empirically, the book tests those alternative explanations in key areas of institutional reform – municipal governance, public administration, normalization of relations with Serbia, high education, creation of armed forces, the security sector and the hold of Salafi ideologies. The findings speak to timely and pertinent issues regarding the limits of international promotion of effective institutions; the mediating role of local agents; and the hybrid forms of institution-building taking shape in post-conflict Kosovo and similar post-war contexts more broadly. Addressing challenges of state-building at the intersection of international interventions, local strategies of resistance, and the hybridity of institution-building experience with institutional reforms in Kosovo and in post-conflict contexts more broadly, International-Led Statebuilding and Local Resistance will be of great interest to scholars of international relations, state building and post-conflict societies. The book identifies the current phenomenon, what shall be dubbed for purposes of this book "Blisstopian Societies"—characterized in the abiding "ignorance is bliss" principle—whereby a population is complacent and has unquestioning acceptance of a social doctrine without challenge and introspection. In these subcultures, the malleable population self-select social media content, "news," and propaganda delivery mechanisms. By doing so, they expose themselves only to content that motivates, reinforces, and contributes to their isolation, alienation, and self-regulation of the social groups and individuals. In doing this, objective news is dismissed, fake—or news otherwise intended to misinform—reinforces their stereotyped beliefs about society and the world around them. This phenomenon is, unfortunately, not "fake news," but a real threat to which counterterror, intelligence, Homeland Security, law enforcement, the military, and global organizations must be hyper-vigilant of, now and into the foreseeable future. Chapters cite numerous examples from the 2016 political election, the Russia investigation into the Trump Campaign, ISIS, domestic US terrorists, among many other examples of extremist and radicalizing rhetoric. The book illustrates throughout that this contrived and manufactured bliss has fueled the rise and perpetuation of hate crimes, radicalism, and violence in such groups as ISIS, Boko Haram, Neo-Nazis, white separatists, and white supremacists in the United States—in addition to perpetuating ethnic cleansing actions around the world. This dynamic has led to increased political polarization in the United States and abroad, while furthering an unwillingness and inability to both compromise or see others’ perspectives—further fomenting insular populations increasing willing to harm others and do violence. Extremist Propaganda in Social Media relates current Blisstopian practices to real-world hate speech and violence, connecting how such information is consumed by groups and translated into violent action. For some time now the terms ‘transition to university’ and ‘first-year experience’ have been at the centre of discussion and discourse at, and about, Australian universities. For those university administrators, researchers and teachers involved, this focus has been framed by a number of interlinked factors ranging from social justice concerns to the hard economic realities confronting the contemporary corporatising university. In the midst of changing global economic conditions affecting the international student market, as well as shifting domestic politics surrounding university funding, the equation of dollars with student numbers has remained a constant, and has kept universities’ attention on the current ‘three Rs’ of higher education — recruitment, retention, reward — and, in particular, on the critical phase of students’ entry into the tertiary institution environment. By recasting ‘the transition to university’ as simultaneously and necessarily entailing a transition of university — indeed universities — and of their many and varied constitutive relations, structures and practices, the contributors to this book seek to reconceptualise the ‘first-year experience’ in terms of multiple and dynamic processes of dialogue and exchange amongst all participants. They interrogate taken-for-granted understandings of what ‘the university’ is, and consider what universities might yet become.
