For a quarter century, Sri Lanka was battered by its prolonged civil war, which ended in 2009, but has now achieved relative peace and stability. Having developed rapidly, Sri Lanka offers a classic example for developing countries. There is, however, a strong need, particularly in the context of postwar conflict, to formulate policies for reconciliation, peace building, and development at all levels—local, provincial, and national. Decentralization itself is not a new subject; however, how to devolve power to local administrative levels within a unitary system and how to link the devolved power to make local administrative systems more conducive to development and provide better services for citizens are challenging tasks in many countries. Taking into account the developmental, governance, and conciliatory needs and the sensitivity of central–local relations, this volume critically examines the local government systems in Sri Lanka. It also proposes a viable, effective and autonomous local-level administrative unit based, which draws on experiences from Japan and other countries, and identifies the role and functions of such a unit. The book presents commissioned papers from a three-year research project undertaken by internationally respected experts with financial support by the Japan Society for the Promotion of Science (JSPS) under a Grant-in-Aid for Scientific Research.

Book excerpt: Implementation of local self-government, centered on the regency or the level of the city, should emphasize democratic principles, public participation, equality and justice, and pay attention to local and to diversity. Through the implementation of local self-government, local development should be more efficient and effective. Local government is seen to be more familiar with the real situation and problems faced by its people and with appropriate programs and policies. This differs from what happened in the past when the local government was only the executor of the programs prepared by the central government. This paradigm shift has spurred dynamic change for both the government and the public. If central and local governments are supposed to be more democratic and responsive to local needs, citizens must simultaneously be made aware of their rights and responsibilities, be willing to participate actively in the organization of public affairs and have the capacity to have a with government and other public institutions. The local government system in Sri Lanka has long been well established. However, due to operational needs, local governments rely heavily on provincial and central government councils, through cadres, finance and legal provisions to take action against the local government. Despite these facts, one important characteristic remains evident: the democratic nature of elections in local communities. Attempts to strengthen local government administration will depend on the availability of resources to improve planning skills within local authorities, strengthening their organizational structure, steering networks, procedures and resource development Human resources; Level and improve income generation to make local communities more self-sufficient.

Available in PDF, EPUB and Kindle. Book excerpt: This book systematically maps the evolution of the party–voter nexus of the United National Party (UNP) and Sri Lanka Freedom Party (SLFP). In doing so, it argues that these parties rely mostly on a complex Web of patronage-based networks to mobilise electorates. They employ informal and highly dynamic, loosely knit networks as their organisational structures at the local level. They mainly focus on mobilising voters through local political actors rather than maintaining clear party bases and membership schemes. The study highlights the salience of personalities at the national as well as local levels in forming electoral support for the parties. These individuals exploit their economic, social, and cultural capital to mobilise the most efficient network that would strengthen their party during elections. The study also analyses the emergence of two new coalition centres from within these traditional parties, the Sri Lanka Podujana Peramuna (SLPP) and Samagi Jana Balawegaya (SJB), and argues that these parties, though portraying themselves as new, have in fact retained the overall logic of the party–voter nexus by appropriating the organisational schemes and structures of their predecessors.

This book presents a comprehensive insight into the politics of reconstruction and development in Sri Lanka, focussing on the ceasefire which was negotiated between the Government of Sri Lanka and the separatist Liberation Tigers of Tamil Eelam in 2002 and which lasted until 2006. Based on extensive empirical fieldwork, the book provides a unique ethnographic account of this specific historical period of peace. It explains how development was shaped by interplay and cooperation, but also by the disparities and conflicts between a variety of local and intervening actors, including local organizations and civil society, LTTE, Government of Sri Lanka, international development cooperation and the Tamil diaspora. Starting from an interdisciplinary viewpoint, the author integrates findings from development sociology with new perspectives on transnationalization and the migration-development-nexus. This provides a fine grained analysis of the emerging development visions and perspectives in relation to transnationalization and global interconnectedness. Making an innovative contribution by linking the analysis of local reconstruction with contemporary phenomena of transnationalization, diasporization, and globalization, this book will appeal to those with an interest in Sociology, Social Anthropology and Political Science.

Available in PDF, EPUB and Kindle. Book excerpt: The post-war era is witnessing a distinct shift in the attitude and mechanism of administrative control, particularly in the developed countries. The struggle of the local authorities against negative contents of control has met with success in several liberal democracies. Literature survey of the central government and local authority relationship, however, reveals that there is a global trend towards centralisation. There are social, economic, political, administrative and financial factors contribute to this scenario. The welfare state concept has brought about a revolutionary change in the division of powers by blurring the areas of jurisdiction of the different levels of government on the one hand and consequently, introducing the element of their interdependence, on the other. Centralised planning, which is increasingly the current scenario, has made the lower levels of government integrated with the national government in respect of national economic policy. Increasing sophistication in the delivery of services resulted in the dependence of the local authorities on the higher level of government for obtaining technical and financial assistance. Further, technology has improved modern means of transport and communication, making the supervision and control closer and rigid. Indeed, the history of local authority in Sri Lanka particularly the nineteenth century, might be described from one angle as the steady invasion by the central government of a sphere formerly left entirely to local authorities. On the other hand, the local authorities in developing countries are a direct control of the government.
