Book excerpt: This report presents elements of the development of Sudanese women’s political participation through time. It highlights several political routes from their early days until the contemporary era. The study is based on an analysis of secondary sources alongside empirical data derived from four states within Sudan, namely: Blue Nile, Central Darfur, Kassala and River Nile. Different themes are explored and they include: the meanings of political participation, women’s leadership roles, identifying structural limitations that hinder the participation of women in politics, possible avenues for women’s participation, the presence of women in politics, variations in religious interpretations and their impact on political participation, the status of the Sudanese constitution and the views of women and men on the extent that women might advance in the next elections. The report also address how the December revolution of 2018 might improve the situation for women’s political participation, since it marks a break from the earlier practices of the Islamist regime that had a severe negative impact on the freedoms of Sudanese women and their ability to engage in political activities. Political parties are considered gatekeepers for women’s access to political positions of power as they play an important role in institutionalizing women’s inclusion in politics. Ensuring that political parties in Sudan play an active role in the advancement of gender equality and the enhancement of women’s political participation is particularly important as Sudan prepares for its transition to democracy.

South Sudan became Africa's newest nation in 2011, following decades of armed conflict. Chiefs - or 'traditional authorities' - became a particular focus of attention during the international relief effort and post-war reconstruction and state-building. But 'traditional' authority in South Sudan has been much misunderstood. Institutions of chiefship were created during the colonial period but originated out of a much longer process of dealing with predatory external forces. This book addresses a significant paradox in African studies more widely: if chiefs were the product of colonial states, why have they survived or revived in recent decades? By examining the long-term history ofchiefship in the vicinity of three towns, the book also argues for a new approach to the history of towns in South Sudan. Towns have previously been analysed as the loci of alien state power, yet the book demonstrates that thesegovernment centres formed an expanding urban frontier, on which people actively sought knowledge and resources of the state. Chiefs mediated relations on and across this frontier, and in the process chiefship became central to constituting both the state and local communities. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

With questions of national and regional identity at the heart of the conflict, the Sudanese Civil Wars have highlighted key questions about the post-colonial epoch. Justin Leach's War and Politics in the Sudan offers a comparative analysis of the First and Second Sudanese Civil Wars, along with the peace treaties which ended them. Most historians have seen the 1972 Addis Ababa Agreement as a stepping stone to renewed civil conflict in 1983 rather than as a settlement in its own right. Leach, on the other hand, believes that the size of Sudan precludes the application of traditional theories of conflict resolution. The introduction of natural resources brought a new facet to the already complex Second Sudanese Civil War. Oil, for instance, internationalised the conflict and added yet another prism through which groups in the conflict could view their identity. By tracing the evolving demands of the southern insurgents and the regimes they fought against, Leach outlines the main challenges to the Sudanese nationalist project, including the strength of southern regional identities, the resurgence of political Islam in the north as well as the sheer duration of the conflict.
