Individuals using commons at the global or local level may find themselves in a similar situation. At an international level, states cannot appeal to authoritative hierarchies to enforce agreements they make to cooperate with one another. In some small-scale settings, participants may be just as helpless in calling on distant public officials to monitor and enforce their agreements. Scholars have independently discovered self-organizing regimes which rely on implicit or explicit principles, norms, rules and procedures rather than the command and control of a central authority. The contributors discuss the possibilities and dangers of scaling up and scaling down. They explore the impact of the number of actors and the degree of heterogeneity among actors on the likelihood of cooperative behaviour.

In addition, the authors explore the tension between ownership and the free circulation and exchange of germplasm and issues such as genetic resources managed by local and indigenous communities, the ITPGRFA and participatory plant-breeding programmes. As a whole, the book demonstrates the relevance of the 'Commons' for plant breeding and agricultural innovation.

Since the publication of path-breaking contributions on the governance of environmental resources in the early 1990s, many political initiatives have been taken, numerous governance experiments have been conducted, and a large multi-disciplinary field of research has opened up. This interdisciplinary book takes stock of the knowledge that has accumulated to date, and addresses new challenges in the provision of environmental goods. It focuses on three essential dimensions with respect to governance. First, it addresses the issue of designing governance solutions through analyzing systems of rules, and levels of organization, in the governance and management of environmental issues. Second, it draws renewed attention to the negotiation processes among stakeholders playing a crucial role in reaching agreements over issues and solutions, and in choosing and implementing particular policy instruments. Finally, it shows that compliance depends on a combination of formal rules, enforced by recognized authorities, and informal obligations, such as social and individual norms. The evolution of the research frontiers on environmental governance shows that more legitimate and informed processes of collective decision, and more subtle and effective ways of managing compliance, can contribute to more effective policy. However, this book also illustrates that more democratic and effective governance should rely on more direct and pluralistic forms of involvement of citizens and stakeholders in the collective decision making processes

Through a detailed study of the Tigris-Euphrates water conflict, involving Turkey, Syria and Iraq, countries of vital security interest to the world at large, the author clarifies the collective action dilemmas confronting Middle Eastern watercourses and reveals the bargaining bottlenecks where negotiations fail. She develops an original framework that explains bargaining failures and proposes conditions for creating a new property rights regime among watercourse states that offers a route to governing their shared water resources in ways that are politically, economically and environmentally sound. Global Legitimacy Crises addresses the consequences of legitimacy in global governance, in particular asking: when and how do legitimacy crises affect international organizations and their capacity to rule. The book starts with a new conceptualization of legitimacy crisis that looks at public challenges from a variety of actors. Based on this conceptualization, it applies a mixed-methods approach to identify and examine legitimacy crises, starting with a quantitative analysis of mass media data on challenges of a sample of 32 IOs. It shows that some, but not all organizations have experienced legitimacy crises, spread over several decades from 1985 to 2020. Following this, the book presents a qualitative study to further examine legitimacy crises of two selected case studies: the WTO and the UNFCCC. Whereas earlier research assumed that legitimacy crises have negative consequences, the book introduces a theoretical framework that privileges the activation inherent in a legitimacy crisis. It holds that this activation may not only harm an IO, but could also strengthen it, in terms of its material, institutional, and decision-making capacity. The following statistical analysis shows that whether a crisis has predominantly negative or positive effects depends on a variety of factors. These include the specific audience whose challenges define a certain crisis, and several institutional properties of the targeted organization. The ensuing in-depth analysis of the WTO and the UNFCCC further reveals how legitimacy crises and both positive and negative consequences are interlinked, and that effects of crises are sometimes even visible beyond the organizational borders.

The 'stakeholders' of today are the inheritors of this complex cultural legacy, and must negotiate diverse and sometimes conflicting objectives in their pursuit of a potentially unifying goal: a secure and sustainable future for the commons. The book also has considerable contemporary relevance, providing a timely contribution to discussion of strategies for the implementation of the Commons Act of 2006. The case studies position the new legislation in England and Wales within the wider context of institutional scholarship on the governance principles for successful common pool resource management, and the rejection of the 'tragedy of the commons'.
