The members of the Transport and Land Use SIG (Special Interest Group) of the WCTRS (World Conference on Transport Research Society) have conducted extensive research in these fields. Leading on from the activities of ISGLUTI (International Study Group on Land Use-Transport Interaction) chaired by Dr. Vernon Webster, its output was published as a book "Land Use-Transport Interaction / Policies and Models". Concurrently with this ongoing research, energy consumption in the transport sector has been increasing rapidly and become a crucial issue from the viewpoint of global environmental conservation. An emerging research need is to examine and structurally identify the mechanisms of the influence of land use-transport interaction on energy consumption and environmental damage, both locally and globally. The SIG held a seminar in December 1993 in Blackheath, Australia which was the first meeting where world class land use-transport experts gathered to discuss the above topic, covering fact finding, scenario analysis and modelling. This book contains selected papers from the seminar. The Australian Government, CSIRO (Australia) and the Asahi Glass Foundation (Japan) supported the seminar. The United States leads the world in recoverable coal reserves. Moreover, the technology for converting coal to liquid fuels already exists, and production costs appear competitive at world oil prices well below current levels. Yet, despite its promise, private investment in coal-to-liquids (CTL) technology is being impeded by three uncertainties: where oil prices are heading, what it actually costs to produce coal-derived fuels, and how greenhouse-gas emissions will be regulated. A domestic CTL industry could produce as much as three million barrels per day of transportation fuels by 2030. Having such an industry would yield important energy security benefits, most notably a lowering of world oil prices and a decrease in wealth transfers from oil users to oil producers. But establishing a large CTL industry also raises important policy and environmental issues associated with climate change, coal mining, and water consumption. Weighing both benefits and costs, it makes sense for the United States to pursue an insurance or hedge strategy that promotes the early construction and operation of a limited number of commercial CTL plants. It is noted that, in principle, vehicle missions determine fuel and propulsion plant requirements rather than the other way around. In reality, of course, there is a tradeoff among desired mission capabilities and fuel and propulsion plant technologies. The review results suggest these conclusions about alternative transportation fuels: if necessary, the United States can manufacture the transportation fuels it needs; the capital investments needed to manufacture fuels beyond petroleum will be substantial, regardless of the particular alternative fuel selected. In this regard, the steam reformation of methane (SMR) processes, because of their higher efficiencies and substantially lower capital costs, would seem to warrant special attention. The associated fuels are not carbon free or carbon neutral; the capital investments associated with the manufacture of renewable-- carbon free or carbon neutral-- fuels will be especially large; serious commercial investment in alternative fuels, in contrast to standard petroleum-based fuels, will be difficult to obtain as long as low-cost petroleum is available."--Exec. summ.
