It provides readers with a range of cutting-edge methodologies for evaluating resilience and clarifies the difference between resilience, vulnerability and sustainability. Initially, the book focuses on describing the different types of uncertainty that arise in the context of resilience evaluation. This is followed by an entire chapter dedicated to the analytical and experimental recovery functions. Then, starting from the definition of resilience provided by MCEER, an extension of the methodology is provided that introduces the seven dimensions of Community Resilience, summarized in the acronym PEOPLES. They are: Population and Demographics, Environmental/Ecosystem, Organized Governmental Services, Physical infrastructures, Lifestyle and Community Competence, Economic Development, and Socio-Cultural Capital. For each dimension, components and subcomponents are defined and the related indices are provided. Underlining the importance of the physical infrastructure dimension, the book provides several examples of applications for transportation, hydraulic, gas and power networks. The problem of interdependencies and the domino effect is also taken into account during the analysis. One of the book’s closing chapters focuses on different methodologies for improving disaster preparedness and engineering mitigation strategies, while the last chapter describes the different computer platforms available on the market for evaluating Community Resilience. The book offers readers an extensive introduction to the concept of Resilience-Based Design, together with selected advanced applications for specialists. Book excerpt: Natural disasters-including hurricanes, earthquakes, volcanic eruptions, and floods-caused more than 220,000 deaths worldwide in the first half of 2010 and wreaked havoc on homes, buildings, and the environment. To withstand and recover from natural and human-caused disasters, it is essential that citizens and communities work together to anticipate threats, limit their effects, and rapidly restore functionality after a crisis. Increasing evidence indicates that collaboration between the private and public sectors could improve the ability of a community to prepare for, respond to, and recover from disasters. Several previous National Research Council reports have identified specific examples of the private and public sectors working cooperatively to reduce the effects of a disaster by implementing building codes, retrofitting buildings, improving community education, or issuing extreme-weather warnings. State and federal governments have acknowledged the importance of collaboration between private and public organizations to develop planning for disaster preparedness and response. Despite growing ad hoc experience across the country, there is currently no comprehensive framework to guide private-public collaboration focused on disaster preparedness, response, and recovery. Building Community Disaster Resilience through Private-Public Collaboration assesses the current state of private-public sector collaboration dedicated to strengthening community resilience, identifies gaps in knowledge and practice, and recommends research that could be targeted for investment. Specifically, the book finds that local-level private-public collaboration is essential to the development of community resilience. Sustainable and effective resilience-focused private-public collaboration is dependent on several basic principles that increase communication among all sectors of the community, incorporate flexibility into collaborative networks, and encourage regular reassessment of collaborative missions, goals, and practices.

Infectious disease outbreaks, acts of terrorism, social unrest, or financial disasters in addition to natural hazards can all lead to large-scale consequences for the nation and its communities. Communities and the nation thus face difficult fiscal, social, cultural, and environmental choices about the best ways to ensure basic security and quality of life against hazards, deliberate attacks, and disasters. Beyond the unquantifiable costs of injury and loss of life from disasters, statistics for 2011 alone indicate economic damages from natural disasters in the United States exceeded $55 billion, with 14 events costing more than a billion dollars in damages each. One way to reduce the impacts of disasters on the nation and its communities is to invest in enhancing resilience-the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events. Disaster Resilience: A National Imperative addresses the broad issue of increasing the nation's resilience to disasters. This book defines "national resilience", describes the state of knowledge about resilience to hazards and disasters, and frames the main issues related to increasing resilience in the United States. Incentivizing the private sector to expend resources on community efforts remains challenging. Disasters in the United States since 9/11 (e.g., Hurricane Katrina in 2005) indicate that the nation has not yet been successful in making its communities resilient to disaster. In this book, the National Research Council assesses the current states of the art and practice in private-public sector collaboration dedicated to strengthening community disaster resilience.

Although many kinds of resilience measures and measuring tools have and continue to be developed, very few communities consistently use them as part of their planning or resilience building efforts. Since federal or top-down programs to build resilience often yield mixed results, bottom-up approaches are needed, but are often difficult for communities to implement alone. A major challenge for many communities in developing their own approaches to resilience measures is identifying a starting point and defining the process. Other challenges include lack of political will due to competing priorities and limited resources, finite time and staff to devote to developing resilience measures, lack of data availability and/or inadequate data sharing among community stakeholders, and a limited understanding of hazards and/or risks. Building on existing work, the National Academies of Sciences, Engineering, and Medicine organized a workshop in July 2015 to facilitate the exchange of knowledge and information about ways to advance the development and implementation of resilience measures by and within diverse communities. Participants worked to gain a better understanding of the challenges these communities face in the pursuit of resilience and determine whether the approach used during this workshop can help guide communities in their efforts to build their own measures of resilience. This publication summarizes the presentations and discussions from the workshop.

Book excerpt: The 2012 National Research Council report Disaster Resilience: A National Imperative highlighted the challenges of increasing national resilience in the United States. One finding of the report was that "without numerical means of assessing resilience, it would be impossible to identify the priority needs for improvement, to monitor changes, to show that resilience had improved, or to compare the benefits of increasing resilience with the associated costs." Although measuring resilience is a challenge, metrics and indicators to evaluate progress, and the data necessary to establish the metric, are critical for helping communities to clarify and formalize what the concept of resilience means for them, and to support efforts to develop and prioritize resilience investments. One of the recommendations from the 2012 report stated that government entities at federal, state, and local levels and professional organizations should partner to help develop a framework for communities to adapt to their circumstances and begin to track their progress toward increasing resilience. To build upon this recommendation and begin to help communities formulate such a framework, the Resilient America Roundtable of the National Academies convened the workshop Measures of Community Resilience: From Lessons Learned to Lessons Applied on September 5, 2014 in Washington, D.C. The workshop's overarching objective was to begin to develop a framework of measures and indicators that could support community efforts to increase their resilience. The framework will be further developed through feedback and testing in pilot and other partner communities that are working with the Resilient America Roundtable. This report is a summary of the one-day workshop, which consisted of a keynote address and two panel sessions in the morning and afternoon breakout sessions that began the discussion on how to develop a framework of resilience measures.

Book excerpt: A rising number of man-made and natural disasters have occurred since the beginning of the 21st century in the United States. Improving the quality of civil infrastructure in an increasingly hazardous environment has become a top priority. One of the predominant reasons that hurricanes and earthquakes become community disasters is the failure of civil infrastructure systems, also known as "lifelines", on which communities rely. An integrated approach is presented here to model the reliability, robustness, and resilience through the use of system-based models of performance. The models are based on empirical evidence of the ability of the underlying structural systems to provide essential infrastructure services to the community. The reliability and robustness are modeled through fragility functions, which are used to represent the probability of failure of a structure or lifeline system conditional upon a hazard or set of hazards. Traditional analyses of infrastructure performance have relied upon evaluating the effect of one hazard or demand variable such as wind speed or peak storm surge on the loss of structural capacity. This investigation suggests that multivariate distributions of the demand variables of wind speed, storm surge, and rainfall are important for the analysis of infrastructure performance. The resilience of a structure or lifeline system is characterized in part by an inoperability function that is modeled as the mechanical analog of the single-degree-of-freedom (SDOF) system. Interdependency is assessed first through previously derived input-output models of recovery to storm hazards and then significantly expanded. The combined fragility and resilience model framework derived here allows for the implementation of numerical simulations to predict system performance for various demand levels.
