Environmental Protection Agency's 20-year-old campaign to control air pollution has been the reduction of harmful sulfur oxides emitted by coal-burning industrial plants, especially public utilities. This paper reviews the various forms of flue gas desulfurization (FGD) that have been used or are contemplated, addressing mainly the problem of disposal of the solid wastes generated by the FGD processes. It is concluded that lime-based fixation of FGD wastes incorporates both pozzolanic and sulfopozzolanic chemistry that will provide a landfill with minimum impact upon the environment.

The latter material contains substantial portions of available lime and may prove amenable as a solidifying agent with the fly ash. This paper describes initial results on the waste characterization, solidified/stabilized waste form formulation, and influence of liquid/solid ratio on metal leaching from the waste forms.
