Book excerpt: Oman’s potential nonhydrocarbon real GDP growth has trended downward since the global financial crisis, with a negative contribution from total factor productivity. This paper estimates productivity gains associated with structural reforms and identifies key binding constraints and reform priorities to boost productivity in Oman. Our results show that reforms to reduce the state’s footprint and strengthen institutions, as well as product market reforms, should be prioritized and packaged together to magnify productivity gains from labor market and financial sector reforms. These findings could inform the planning and implementation of the ongoing structural reform agenda envisaged under Oman Vision 2040.

Book excerpt: The present paper analyzes the impacts of total labor productivity and efficiency in Oman State. As a Gulf state it has depended on oil production for its economic life for the past decades. However, it was typically known for traditional industries and trade, helped by her long sea shores and nearness to India and Africa. Recent introduction of intermediate industries relative to abundant fishing potentials, labor productivity and technical changes in addition to available capital are important variables that help to develop a comprehensive economic structure to the country that can add to its oil revenues and help in promoting its real production sectors. Economic variables and factors of production, total production, total labor and available invested capital are utilized in the analysis. Time series data (1986-1999) were used to analysis improvements in the production patterns. The results of the analysis showed that there were improvements over time in total labor production and total labor efficiency. The results also showed improvements in capital inputs and outputs. It is concluded that intermediate industries in Oman State are advancing in their economic potentials.

Book excerpt: Sultan Haitham ascended to the throne in January 2020 and has committed to implementing strong fiscal and structural reforms to address longstanding vulnerabilities. In addition to persistent fiscal deficits arising from incomplete adjustment to lower oil prices since 2015, Oman faced twin shocks from the COVID-19 pandemic and a collapse in oil prices in 2020 that amplified fiscal and external vulnerabilities. The authorities moved rapidly to contain the spread of COVID-19 infections and provided broad-based policy measures to limit its impact on the economy. In addition, frontloaded fiscal consolidation has been implemented in the 2021 budget as part of the authorities’ Medium-Term Fiscal Plan (MTFP) which aims to eliminate the fiscal deficit over the medium term. Banks have high capital buffers and liquidity, but credit risk is a concern going forward. Structural reforms have been accelerated under Oman Vision 2040 to boost non-oil private sector growth and facilitate job creation.

Oman in the decades prior to the 1960s was largely isolated from the rest of the world and its changing economies and societies. With a limited education, little international links, small health systems and government under the then Sultan Said bin Taimur. Rural communities in northern Oman had very little contact with the Sultan's government, which was based in the southern province of Dhofar. In a world in which people in most countries, including the Gulf States, gained at least some benefit from modem education and health services, Omani villagers and pastoralists had recourse only to Koranic schools and traditional healers. On the other hand, however, they retained full responsibility for the management of their rural resources on which they depended for their livelihoods and for life itself and had evolved effective communal systems for their development and conservation. These were exemplified by regulations governing the protection of trees and by the work of the committees which controlled the traditional falaj water supply network. People worked interdependently, responding to the contributions made by other members of the rural communities in a system of mutual self-reliance. They also lived ~n harmony with their environment in a manner which time had proven to be truly sustainable. This volume looks at the changes that occurred after Sultan Qaboos came to power in 1970.
