In the last half of the nineteenth century, when coasting vessels numbered in the tens of thousands, the stations and their beach patrols were a necessity, and the surfmen managed dramatic rescues, many of which are recounted here.

Book excerpt: From 1878 to 1915 the U.S. Life-Saving Service was a small federal maritime organization that carried out amazing rescues of those in distress close to shore. Working from small stations scattered along the coastlines of the United States and using only oar-powered boats, none longer than 36 feet, crewmembers came to be known as "storm warriors" as they pulled off rescues that almost defied belief. Considered one of the most valorous organizations ever run by the U.S. government, the service carried out thousands of rescues, and many of its men lost their lives in the effort to save others. Yet since its incorporation into the U.S. Coast Guard in 1915, the feats of this life-saving service have been largely confused with those of its successor or forgotten altogether. Now for the first time in a full-length book, the author presents an operational history of the U.S. Life-Saving Service and places the agency within a national context, shedding light on a little-known aspect of maritime history. Book excerpt: The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.

Book excerpt: In January 1915, two Treasury Department agencies merged to form the United States Coast Guard. One of these agencies, the United States Life-Saving Service (USLSS) had been created in August 1848 for the purpose of rescuing people who were ship-wrecked on the coast of New Jersey. That federal organization, manned primarily by volunteers, was reorganized in 1870 to included paid surfmen who patrolled our coastline during stormy seasons. Eventually the scope of the USLSS included the nation's Atlantic, Great Lakes, Gulf of Mexico, Pacific, and Alaskan coats. For 44 years, the surfmen of the USLSS dutifully pounded their feet along mostly sandy pathways in all kinds of weather, occasionally discovering a vessel in distress and, then, acting to initiate the rescue operations that would demand their fullest participation. And, sometimes, even their sacrifice. These surfmen have been called "sandpounders." It was a title that they could wear proudly. This is the story of that organization as gleaned from the official Annual Reports of the USLSS and the correspondence files of the National Archives.
