Book Escape of Disabled People from Fire

Download or read book Escape of Disabled People from Fire written by T. J. Shields and published by . This book was released on 1996 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report describes a programme of work carried out by the Fire Research Centre at the University of Ulster for the Department of the Environment, London. The research programme was structured such that: the prevalence of disability in the United Kingdom was established from published and unpublished work, the nature and severity of individual disabilities and disabilities in combination were determined from one of the most comprehensive databases available, the areas of disability were considered with respect to their relevance to emergency egress and reduced to a generic set, ie, locomotion, dexterity, seeing, hearing and mental, considered sufficient for use in risk assessment engineering, experimental studies were devised and executed to measure the egress capabilities of people with disabilities and produce appropriate input data for risk assessment modelling, a strategy for classifying disabled people with respect to fire safety was developed, and it was possible to estimate the likelihood of each category of disabled being in any building purpose group used in Building Regulations. This report is addressed to two specific classes of readers: (a) those who prefer the qualitative statements distilled from behaviours observed during the various experiments. These are of the form: "the subjects regarded the task as a challenge; were eager to do their best and tried very hard; a fire door situated at a bend in a corridor presented an almost insurmountable problem to a wheelchair user". These qualitative statements based on observations inform regulators, designers and managers of buildings in use of good and bad practice and are thus immediately applicable, (b) those who prefer hard data for the development and use of risk assessment tools. The experimental data expressed in terms of descriptive statistics is suitable input for Monte Carlo or other techniques which are employed in risk assessment tools to generate probabilities. Cost effective design demands the use of such tools. It is apparent that some people alone in a building or part of a building may not be able to open certain doors, hear a fire alarm or see the nearest exit signs. Realistically, it is unlikely that sufficient monies will be available in every ease to finance the level of support to 'ensure' safety in such a situation. Most case designs therefore may not be affordable but a designer cannot ignore the possibility, however remote that such a situation could occur. Risk assessment provides the opportunity to demonstrate that the building in use lies within the bounds of acceptable safety. Unfortunately, the inclusion of the numerical data generated by this work in this report, does not enhance its general readability but the inclusion of this data will be of specific and practical use to developers of risk assessment tools. Fire safety engineering is at present more difficult than its well established sister engineering disciplines, however, advances in computer based design analysis offer the potential of reliable robust risk assessment tools for use by trained engineers. The numerical data generated from this work is presented in the context of quantitative risk engineering.

Book Moving Beyond Disabilities

Download or read book Moving Beyond Disabilities written by Linda D. Möller and published by CreateSpace. This book was released on 2011-05-28 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: Moving Beyond Disabilities is the first of its kind to specifically address personal safety, health and awareness for individuals with unsteady gait, who have need for a cane, who use a walker or wheelchair or are visually impaired. In this book it is clear that living with a disability does not mean that your personal safety is the responsibility of someone else. The empowerment and independence that one can feel by having the knowledge to protect themselves is life changing. The information and instruction in this book is geared towards individuals with disabilities, but is also applicable to anyone interested in their own personal safety. This text is designed to meet the needs of agencies, instructors in the fields of education, community programs, as well as parents and friends who work with and assist individuals with disabilities. The ten chapters include Being Aware Makes a Difference, Home Security, Personal Safety in Your Vehicle, An Unsteady Gait - Its Challenges and Solutions, A Walker's Versatility, A Wheelchair For Your Safety, Reaching Personal Safety with Visual Impairments, and Exercises to Improve Your Functional Fitness. Scenarios alert the reader as to potential daily concerns, escape techniques and counters combined with exercises to improve one's functional fitness.Author Linda Möller has an extensive background in teaching and designing programs for individuals who have disabilities and for staff members who teach those with disabilities. For the past 33 years she has worked making a difference for individuals with disabilities in the human services division of the not-for-profit Coarc (Columbia County Chapter of NYSARC, an organization dealing with developmental disabilities). This is combined with her 30 years experience in the American Martial Arts Institute which teaches American Eagle Style. As a 6th Degree black belt instructor she has passed on safety information to thousands of individuals through classes and seminars. Co-author Clifford C. Crandall Jr. is the founder and Grandmaster of the American Martial Arts Institute. He is also Headmaster of Takenouchi-Hangan-Ryu-Matsuno-Crandall which teaches traditional Iaido. A retired Superintendent of schools in New York State, he has also held positions as a teacher, administrator for elementary and high school as well as taught at the college level. He is known worldwide for his books, videos, and DVDs on personal safety and awareness. He has hosted two TV shows and lectured extensively on safety topics for all individuals including those with disabilities. Knowledge is the Key. Together these two individuals bring knowledge to you the reader which can impact your views of personal safety and empower you to enhance your quality of life.

Book Crises Conflict and Disability

Download or read book Crises Conflict and Disability written by David Mitchell and published by Routledge. This book was released on 2014-04-03 with total page 427 pages. Available in PDF, EPUB and Kindle. Book excerpt: People with disabilities are among the most adversely affected during conflict situations or when natural disasters strike. They experience higher mortality rates, have fewer available resources and less access to help, especially in refugee camps, as well as in post-disaster environments. Already subject to severe discrimination in many societies, people with disabilities are often overlooked during emergency evacuation, relief, recovery and rebuilding efforts. Countries party to the UN Convention on the Rights of Persons with Disabilities must take all necessary measures to ensure the protection and safety of people with disabilities during situations of armed conflict, humanitarian emergencies, and natural disasters. Such aid should be designed to support preparedness, response, recovery and rebuilding. This book includes perspectives from around the globe and explores the implications at the policy, programme, and personal level, discussing issues such as: How can national laws, policies, and regulations provide guidance, methods and strategies to integrate and coordinate inclusive emergency management? What should people with disabilities know in order to be prepared for emergency situations? What lessons have we learned from past experiences? What are the current shortfalls (physical and cultural) that put people with disabilities at risk during emergencies and what can be done to improve these situations (e.g. through new technologies and disaster planning)? How does disability affect people’s experiences as refugees and other displaced situations; what programmes and best practices are in place to protect and promote their rights during their period of displacement? How must disabled people with disabilities be factored in to the resettlement and rebuilding process; does an opportunity for ensuring universal access exist in the rebuilding process? What is the impact of disasters and conflicts on such special populations as disabled women, disabled children, and those with intellectual disabilities? Spotlighting a pressing issue that has long been neglected in emergency planning fields, this innovative book discusses how to meet the needs of people with disabilities in crises and conflict situations. It is an important reference for all those working in or researching disability and inclusion, and emergency and disaster management, both in developed and developing countries.
