Papers were judged according to their originality, relevance and presentation quality. All papers were judged purely on their own merits, independently of other submissions. This year's Information Systems Development Conference-ISD'97 is the first ISD conference being held in the US. ISD was brought into existence almost ten years ago. It continues the fine tradition of the first Polish-Scandinavian Seminar on Current Trends in Information Systems Development Methodologies, held in Gdansk-Poland in 1988. ISD'98 will be held in Bled, Slovenia. ISD'97 consists not only of the technical program represented in these proceedings, but also tutorials on improved software testing and end-user information systems and workshop on sharing knowledge within international high technology industries that are intended for both, the research and business communities. Book excerpt: 1 INTRODUCTION These proceedings are the result of a conference on Automating Systems Development held at Leicester Polytechnic, England on 14 to 16 April 1987. The conference was attended by over 170 delegates from industry and academia and it represents a comprehensive review of the state of the art of the use of the computer based tools for the analysis, design and construction of Information Systems (IS). Two parallel streams ran throughout the conference. The academic, or research, papers were the fruit of British, European and Canadian research, with some of the papers reflecting UK Government funded Alvey or European ESPRIT research projects. Two important touchstones guided the selection of academic papers. Firstly, they should be primarily concerned with system, rather than program, development. Secondly, they should be easily accessible to delegates and readers. We felt that formal mathematical papers had plenty of other opportunities for airing and publication. The second stream was the applied programme; a set of formal presentations given by leading software vendors and consultancies. It is clear that many advances in systems development are actually applied, rather than re search led. Thus it was important for delegates to hear how leading edge companies view the State of the Art. This was supported by a small exhibi tion area where certain vendors demonstrated the software they had intro duced in the formal presentation.

Whereas this was quite efficient for some time, due to the expansion of the library and increase in the number of students, the system wastes a lot of time especially when searching for a particular book or resource. In response to this problem, more librarians have been added (employed), and this has escalated the cost of managing the library. This inefficiency, led to the study that was aimed at automating the book keeping function of the library. A study was carried out at Kampala International University Dar salaam Campus and it was discovered that the manual system had inefficiencies ranging from time wastage, high cost of operation in terms of human resources, long search time, data redundancy among others. A computer based library management system was developed using visual studio. The new system allows the user to add books into the system, search for books from the system database, track member information, manage borrowing among others. By automating library operations, the university will enjoy the advantages of using databases and transaction processing systems.
