Book excerpt: On December 24, 1989, a group of Libyan-trained armed dissidents, which styled itself the National Patriotic Front of Liberia (NPFL), attacked Liberian territory from neighboring Ivory Coast. The band of outlaws was led by Charles Taylor, an ex-Liberia government official who escaped from prison in the United States while facing extradition to Liberia for allegedly embezzling nearly one million dollars of public funds. After he fled the U.S. Taylor returned to West Africa, from where he connected with Libya. Sustained by Libyan support, Taylor went to Liberia to spearhead his murderous brand of civil war. Liberia's dictatorial leader Samuel Doe responded to the NPFL invasion by deploying troops in the conflict area, whose senior ranks were dominated by the military strongman's own ethnic group. The government forces carried out collective punishment against local villagers, killing, looting, and raping, while singling out people from certain ethnic groups whom they regarded as supporters of the invasion by reason of their ethnic identity. The NPFL also targeted members of Doe's ethnic group and other ethnic groups that were seen to be supportive of the government, as well as its officials and sympathizers. As the war spread from the interior toward the Liberian capital of Monrovia amid widespread death and destruction, the United States responded to the deteriorating situation by dispatching four warships with 2,300 marines to evacuate Americans and other foreigners who were in the country. The U.S. decided not to intervene to contain the unfolding catastrophe. Officials of the George Bush administration maintained that Liberia, which was then America's closest traditional ally in Africa, was no longer of strategic importance to the U.S. Coincidentally, the Liberian civil war started at the time the Cold War was ending. Located on the West Coast of Africa, Liberia was founded in 1822 by freed black American slaves who were returned to the continent. Their passage was paid by the American Colonization Society, a philanthropic organization, whose members included Thomas Jefferson and James Monroe. The Liberian capital Monrovia is named after Monroe, who was president of the United States at the time Liberia was founded. The country's national flag of red, white and blue stripes with a star, bears close resemblance to the American flag. The systems of government and education, architecture and other aspects of Liberian life reflect American taste. Names of places in the country include Virginia, Maryland, Georgia, Louisiana and Buchanan. More than anywhere in Africa, spoken English in Liberia echoes the rhythms of Black American speech. Liberia served as the regional headquarters of the Central Intelligence Agency (CIA), and hosted a Voice of America relay station that beamed American propaganda, as well as other major U.S. security installations during the Cold War. The Americans also operated the Omega Navigation Tower, which was intended to track the movement of ships and planes in the region and beyond. Once one of Africa's most stable and prosperous countries, Liberia was regarded as a haven for international trade and commerce because of the use of the American dollar as a legal tender. Major U.S. investments in the country included the Firestone Rubber Plantation, the world's largest plantation, which produce rubber for Firestone tires, Chase Manhattan Bank, and Citibank. Pan American Airlines (PAN AM) once operated Liberia's Roberts International Airport, where U.S. fighter jets have landing rights. During part of the 1970s, Liberia's per capita income was equivalent to that of Japan. It also provides background information on the causes of some refugee exoduses, for example, from Zaire, Sudan, Burundi, Rwanda and Uganda. There are three parts. The first deals with different theories concerning 'coups d'état' on a general level. The second part is an empirical review concentrating on the justifications given by military leaders immediately after their interventions. The third part analyses the attempts by the military to explain their involvement in politics. The author concludes that military coups rarely take place during periods of social unrest and that the military are very sensitive to civilian intrusion into what they regard as primarily military business.

The violent military overthrow of ruling True Whig party Government which dominated the political and and economic spheres strained and exacerbated the downward spiral of the once relatively stable country which was founded by freed black slaves from the United States in the mid 1800s. Following the overthrow of the civilian administration on April 12, 1980, the violent proclivity of the new military leaders was quickly realized when 13 former Government officials were accused of rampant corruption, hurriedly given a sham military trial and executed to the shock of Liberians and the international community. The U.S. miscalculated the potential of violent and bloody overthrown of the civilian Government but made the strategic decision to remain engaged with the coup leaders and even provided millions of dollars and military support and training in direct aid afterwards to Liberia. The U.S. escaped harsh criticisms for its support of the military junta because it openly held the coup makers to account for their dismal rights abuses and poor fiscal management. The former military leader turned former President Samuel K. Doe would go on to eliminate members of his governing People's Redemption Council (PRC) and emerge as ruthless dictator after 'stolen" Presidential elections in 1985. A major rebel insurgency beginning in December 1979 would eventually lead to Doe's capture, torture and death and untold bloodletting and destruction of the country.

Book excerpt: This dissertation examines the deployment of a predominantly African American army force to Liberia during the Second World War. It specifically analyzes how the racial make-up of US Army Forces in Liberia (USAFIL) collided with the unique socio-racial landscape of the historic Black republic to unsettle contemporary norms and hierarchies in the army unit and country. This clash created what USAFIL's white leadership called "an exceptional situation." Using the notion of "exceptionalism" as a heuristic, this dissertation demonstrates how competing imperial logics of race, as well as gender and sexuality, shaped interactions between Black and white American soldiers (commonly referred to as "GIs") and Liberian men and women during the war. It particularly examines how these interactions affected GIs' cultural constructions of Liberia and Liberians, segregation and racial violence within the US Army force, the training and employment of Liberian men by USAFIL, sexual liaisons between GIs and women in Liberia, and US Army policies to control these. This dissertation ultimately does two things. First, it argues that the "exceptional situation" identified by USAFIL's white minority was in fact the unique challenges the deployment of the Black US Army force to the Black republic posed to white supremacy. This rendered the traditional logics and mechanisms used to manage American soldiers-African American soldiers specifically-and their interactions with local civilians untenable. This necessitated "exceptional measures" on the part of USAFIL's white minority to not only control Black GIs, but uphold their white military authority in the Black US Army force in the Black-governed country. Second, it illuminates the different impulses at odds for African American soldiers and officers in Liberia during the world war. While they perceived their wartime military service in the historic Black republic as integral to the global fight against racial oppression and fostering a broader Black transnationalism, many came to evince a condescension toward Liberians that resembled the very racism they resented in the US Army and United States more generally. These Black American troops did not adopt white American imperialism wholesale though. Rather, they developed a unique logic of Black kinship without equality driven by their desires to achieve racial equality within their own formation and society.
