Book excerpt: The late nineteenth century is generally thought of as a period of imperial enthusiasm and fervour, however, beneath the surface there were currents of disquiet and discontent. In this book Mira Matikkala examines the modes of thought that were described as anti-imperialist in the period 1878-1901. She argues that the common ground between the various critics of imperialism was that they all declared to represent 'true Englishness' in contrast to what they regarded as a 'distorted' imperial identity. Previous research has largely embraced the imperialist conception and definition of British imperialism as 'empire patriotism' and general 'empire pride'. This has led to a failure to understand the fact that late-Victorian anti-imperialists comprehended imperialism differently. They drew a clear distinction between the empire and imperialism, the empire signifying mainly emigration, colonisation, and the spontaneous spread of English liberal values in the form of the settler empire; whereas imperialism, as British authoritarian rule in the dependencies, was regarded as the negation of the same liberal spirit which the colonies propounded. Unlike colonisation, imperialism was seen as a new departure in British politics, representing anti-constitutionalism, 'distorted' imperial patriotism, militarism, aggression, and irrational jingoism. In contrast to these imperialist manifestations the anti-imperialists emphasised 'the long line from 1688': liberty and constitutional rights in the form of 'industry and freedom at home, and peace, fair dealing, and moderation abroad'. In their view these 'traditional English values' constituted 'true' Englishness and any 'true' patriotism would be founded on them. The late-Victorian debate on imperialism can be loosely grouped into three main categories, discussed in the three main parts of the book: economy and imperial expansion; ethics and the nature of progress; and practical politics. 'Empire and the Imperial Ambition' will be a significant contribution to the fields of British intellectual history and political thought.

Although this conception has been challenged in recent years, it has not been completely dispelled. In Colour-Coded, Constance Backhouse illustrates the tenacious hold that white supremacy had on our legal system in the first half of this century, and underscores the damaging legacy of inequality that continues today. Backhouse presents detailed narratives of six court cases, each giving evidence of blatant racism created and enforced through law. The cases focus on Aboriginal, Inuit, Chinese-Canadian, and African-Canadian individuals, taking us from the criminal prosecution of traditional Aboriginal dance to the trial of members of the 'Ku Klux Klan of Kanada.' From thousands of possibilities, Backhouse has selected studies that constitute central moments in the legal history of race in Canada. Her selection also considers a wide range of legal forums, including administrative rulings by municipal councils, criminal trials before police magistrates, and criminal and civil cases heard by the highest courts in the provinces and by the Supreme Court of Canada. The extensive and detailed documentation presented here leaves no doubt that the Canadian legal system played a dominant role in creating and preserving racial discrimination. In exploring issues relating to tensions and conflicts around globalization, the book identifies historical patterns of convergence and divergence rooted in the monotheistic traditions, beginning with the ancient Israelites that dominated the Near East during the Axial age, through Islamic civilization, and finally by considering the idealism-realism tensions in modern times. One thing remained constant throughout the various historical stages that preceded our current moment of global convergence: a recurring tension between transcendental idealism and various forms of realism. Transcendental idealism, which prioritize egalitarian and universal values, pushed periodically against the forces of realism that privilege established law and power structure. Equipped with the idealism-realism framework, the book examines the consequences of European realism that justified the imperialistic venture into Africa, the Middle East, and Latin America in the name of liberation and liberalization. The ill-conceived strategy has, ironically, engendered the very dysfunctional societies that produce the waves of immigrants in constant motion from the South to the North, simultaneously as it fostered the social hierarchy that transfer external tensions into identity politics within the countries of the North. The book focuses particularly on the role played historically by Islamic rationalism in translating the monotheistic egalitarian outlook into the institutions of religious pluralism, legislative and legal autonomy, and scientific enterprise at the foundation of modern society. It concludes by shedding light on the significance of the Muslim presence in Western cultures as humanity draws slowly but consistently towards what we may come to recognize as the Global Age. Indigenous law, however, has continuing relevance for both Aboriginal peoples and the Canadian state. In his in-depth examination of the continued existence and application of Indigenous legal values, John Borrows suggests how First Nations laws could be applied by Canadian courts, and tempers this by pointing out the many difficulties that would occur if the courts attempted to follow such an approach. By contrasting and comparing Aboriginal stories and Canadian case law, and interweaving political commentary, Borrows argues that there is a better way to constitute Aboriginal / Crown relations in Canada. He suggests that the application of Indigenous legal perspectives to a broad spectrum of issues that confront us as humans will help Canada recover from its colonial past, and help Indigenous people recover their country. Borrows concludes by demonstrating how Indigenous peoples' law could be more fully and consciously integrated with Canadian law to produce a society where two world views can co-exist and a different vision of the Canadian constitution and citizenship can be created.

Scholarship on the Middle East and North Africa almost always engages with politics-a prominent focus of this region-yet the assumed absence of public spaces and fora has led many to think that debate, consensus, and concerted social action are antithetical to the cultural, religious, and national heritage of the region. It is a mistake to exclude the public dimension from the study of processes in this region. Recent studies have demonstrated not only the critical importance of the public in everyday practices of the MENA region, but they have also shown how the term and notion of the public sphere can be used productively to advance understandings of collective life. The first section of this volume offers alternative conceptions of the public sphere through rich and innovative theoretical analysis. Philosophical investigations focus on the role of collective action, the relationship between nationalism and democracy, and the notions of the public employed by socioreligious movements. The second section addresses a wide range of counter-hegemonic discourses and practices that enable the public sphere, such as memoirs, testimonies, strategies of surveillance, the Tehran bazaar, and the movements of migratory workers. The third section provides empirical accounts of the way in which mutual communication through technology has vitally expanded the notion of the public in the MENA region. In conclusion, conflict and resistance are shown to be generative forces in public discourse and debate and in the production of national publics.
