There is a surging belief in contemporary European society that liberal democracy should work harder to reproduce the civic and normative setups of national populations through public education. The cardinal notion is that education remains the best means to accomplish this end, and educational regimes appropriate tools to make the young more tolerant, civic, democratic, communal, cosmopolitan, and prone to engaged activism. This book is concerned with the ambiguities that strain standard visions of civic education and educational statehood. On the one hand, civic-normative education is expected to drive tolerance in the face of conflicting good-life affirmations and accelerating worldview pluralisation; on the other hand, nation-states are primarily interested in reproducing the normative prerogatives that prevail in restricted cultural environments. This means that civic education unfolds on two irreconcilable planes at once: one cosmopolitan/tolerant, another parochial/intolerant. The prospects for democracy in modern times have been greatly affected, the author maintain, by varying paths of institutional development. Moreover, the differing modes of state have displayed a variable capacity for governance and economic development. Citizenship has adopted many guises in the Western context, although historically citizenship is attached only to some variant of democracy. How democracy is configured is thus at the core of citizenship. Beginning in ancient Greece, citizenship is attached to the notion of a public sphere of deliberation, open only to a small number of males. Nonetheless, we take from these origins an understanding of citizenship that is attached to friendship, preservation of a distinct community, and adherence to law. These early conceptions of citizenship in the west have been dramatically altered in the modern context by the ascendancy of individual rights and equality, expanding the inclusiveness of definition of citizenship. The universality of rights claims has led to debate about the legitimacy of the nation state and questioning of borders. A further development in our understanding of citizenship, and one that has shifted citizenship studies considerably in the last few decades, is the backlash against the universalism of rights in the defense of cultural recognition within democratic polities. Multiculturalism as a broad spectrum of citizenship studies defends the autonomy and recognition of cultural, and sometimes religious, identity within an overarching scheme of rights and equality. This collection draws upon the many threads of citizenship in the Western tradition to consider how all of them are still extant, and contentious, in contemporary liberal democracy.

Drawing on empirical research, the book argues that attempting to transmit preconceived notions of citizenship through schools is both unviable and undesirable. The notion of 'curricular transposition' is introduced, a framework for understanding the changes undergone in the passage between the ideals of citizenship, the curricular programmes designed to achieve them, their implementation in practice and the effects on students. The 'leaps' between these different stages make the project of forming students in a mould of predefined citizenship highly problematic. Case studies are presented of contrasting initiatives in Brazil, a country with high levels of political marginalisation, but also significant experiences of participatory democracy. These studies indicate that effective citizenship education depends on a harmonisation or 'seamless enactment' of the stages outlined above. In contrast, provision in countries such as the UK and USA is characterised by disjunctures, showing insufficient involvement of teachers in programme design, and a lack of space for the construction of students' own political understandings. Some more promising directions for citizenship education are proposed, therefore, ones which acknowledge the significance of pedagogical relations and school democratisation, and allow students to develop as political agents in their own right.
