Readiness and sustainment training have suffered do to increased OPTEMPO and PERSTEMPO due to the rigors of missions and everyday operations, and complications brought on by budget, environmental and infrastructure constraints. This paper advocates the utilization of advanced distributed learning and distance learning in readiness and sustainment training. Advanced technology provides for a more learner-centric approach to training and can accelerate skills proficiency and retention of critical skills. This paper also examines DoD, Army and Air Force training doctrine, traditional vs non- traditional training, human resource and work place factors, cost effectiveness and benefits, and provides recommendations for capitalizing on alternative delivery platforms. The 1 March 2002 Strategic Plan for Transforming DoD Training touts the necessity of the Services, joint community, and OSD to exploit advanced technology in Total Force training. The increased use of alternative delivery training platforms will enable Army and Air Force personnel to become more effective and efficient in their job performance.

Book excerpt: This report provides preliminary insights from a project to assess advanced air mobility (AAM) developments, the potential for AAM technologies to support military missions, and the implications of AAM commercial markets for U.S. Department of Defense (DoD) objectives. The authors found that, while there are opportunities for AAM capability to contribute to various U.S. Air Force (USAF) missions, the potential for DoD to constitute a small market share may challenge its ability to shape the technology for defense-specific capabilities. As it considers whether to acquire AAM platforms and how to do so, given the market's commercial orientation, DoD has many tools at its disposal, aside from its buying power, to support U.S. technological leadership and military adoption of AAM. Furthermore, while DoD has numerous mechanisms to facilitate early research and development activities, experimentation and acquisition mechanisms for emerging technologies are limited and hindered by numerous barriers. These preliminary findings indicate that, regardless of whether the U.S. military ultimately adopts AAM technologies, they may provide a useful case study for DoD as it explores ways to leverage commercially derived technologies.

Book excerpt: The ability of the United States Air Force (USAF) to keep its aircraft operating at an acceptable operational tempo, in wartime and in peacetime, has been important to the Air Force since its inception. This is a much larger issue for the Air Force today, having effectively been at war for 20 years, with its aircraft becoming increasingly more expensive to operate and maintain and with military budgets certain to further decrease. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

Book excerpt: Since the mid-1940s, when Vannevar Bush and Theodore von Karman wrote Science, the Endless Frontier and Toward New Horizons, respectively, there has been a consensus that strong Department of Defense support of science and technology (S&T) is important to the security of the United States. During the Cold War, as it faced technologically capable adversaries whose forces potentially outnumbered U.S. forces, the United States relied on a strong defense S&T program to support the development of technologically superior weapons and systems that would enable it to prevail in the event of conflict. Since the end of the Cold War, the United States has relied on its technological superiority to maintain a military advantage while at the same time reducing the size of its forces. Over the past half-century, creating and maintaining a technologically superior military capability have become fundamental to U.S. national security strategy, and investment in S&T has become a basic component of the defense budget. In late 1998, Congress asked the Secretary of Defense to conduct a study, in cooperation with the National Research Council (NRC), on the S&T base of the U.S. Department of Defense (DoD). Congress was particularly concerned about areas of the S&T program related to air systems, space systems, and supporting information systems. Its concern was based on the Air Force's reduction of its S&T program from the largest of the three military service programs to the smallest. Congress also wanted to ensure that the Air Force maintained an appropriately sized S&T workforce. In late 1999, the Deputy Under Secretary of Defense for Science and Technology asked the NRC to conduct a study to explore these issues.

She noted that the U.S. technological advantage was starting to diminish during her speech at the 2020 Training and Simulation Industry Symposium (TSIS) held by National Training and Simulation Association. She also added that the DoD’s “acquisition system was too slow and risk averse for us to keep up with our adversaries” (Vergun, 2020, para. 2). In support of giving the U.S. forces the capabilities needed for future operations, General Q. Brown Jr., United States Air Force (USAF) chief of staff, and General David H. Berger, United States Marine Corps (USMC) commandant, recommended utilizing AI to leverage the military’s data-rich environment adding to readiness metrics new layers of analysis (Brown and Berger, 2021). They argued that “to compete the People’s Republic of China and Russia, the U.S. military requires a new framework for assessing readiness” (Brown and Berger, 2021, para. 6). As a starting point, they recommended leveraging AI to assist with this new framework. This paper focuses on leveraging AI to speed up the DoD procurement process. It reviews literature regarding the use of AI in federal procurement in relation to increasing speed and agility, potential applications to the DoD procurement activities, and recommendations for its use to reduce the DoD acquisition timeline."--Background.
