I have signed it with hesitation because in the form in which it was passed it achieves very little and may achieve nothing; and it is highly undesirable that a resolution of this kind shall become law in such form as to give the impression of insincerity; that is, of pretending to do something which really is not done. But after much hesitation, I concluded to sign the resolution because its defects can be remedied by legislation which I hereby ask for; and it must be understood that unless this subsequent legislation is granted the present resolution must be mainly, and may be entirely, inoperative. The first four only are of an earlier date, and the fifth (a short speech on the Western Railroad) was originally included in the first volume. The first, second, and fourth are now for the first time published. At the time of their delivery respectively, they were hastily prepared, and it was not in my power, when the first volume appeared, to revise them with sufficient care for publication. I omitted the address before the American Institute of New York, on American manufactures, in the collection of 1836, on the ground that it might be thought to fall within the rule which I had adopted, and to which I still adhere, of excluding party politics. On further consideration, I have been led to think that the manner in which this subject is treated in this ad dreu, and in the oration at Lowell on the fourth of July, 1830, is not likely to be objected to on that ground, and that they are not out of keeping with the general character of the work. I have admitted into this volume a selection from a much larger number of short speeches made at the table at public festivals, on various occasions. I have not, of course, done this in the belief that they can have much value, even with the partial reader, as literary compo sitions. I have thought, however, that they might have an interest of a different kind, some of them as con taining allusions to historical events, and some from their connection with important public occasions and occur rences. Even the few sentences addressed to the Indian chiefs who visited Boston in 1837, and the short reply to the President of the Geographical Society in London, on the reception of the medal awarded to Dr Robinson for his standard work on Palestine, may be thought to derive sufficient interest from the occasions which called them forth, to justify their insertion. The short speeches made in England were nearly all in reply to toasts, in which complimentary reference was had to the diplomatic body generally, or to the American min ister, when he alone happened to be present. The usages of society (the same in this respect on both sides of the water) impose a certain character upon speeches made under such circumstances. A few obvious topics of remark are almost of necessity apt to be repeated. To attempt to avoid such repetition would be an unprofitable, probably an unavailing, exercise of ingenuity; but I hope it will be thought that I have not, in the speeches now alluded to, dwelt entirely in the commonplaces of such occasions. Book excerpt: Excerpt from The Speeches and Public Letters of Joseph Howe, Vol. 2 of 2: 1849-1873 Lord Grey on receipt of this remonstrance waived his own opinions, and informed Sir John Harvey that if the Legislature adhered to its decision after the Whole subject had been reviewed, he would advise the Queen to give her sanction to the bill. An address to the Crown was passed during this session, and Her Majesty's assent was signified in the course of the spring. The Civil List was another vexed question. In transmitting the bill, passed at the last session, a despatch was forwarded with it, which conveyed to the Colonial Secretary, for the first time, the real sentiments of this country. Voluminous protests against the bill were forwarded with this despatch, and encumber the journals. They were answered by a minute of Council, also transmitted. The result of the thorough sifting which the whole subject received, was the final settlement, with some modifications of the bill suggested by the Colonial Secretary, of questions which had been variously agitated for fifteen years. There were sharp debates on these measures, in which Mr. Howe had his share; but the topics were hackneyed, and his views are expressed with more precision in the document above referred to than in any speeches which are reported. The new commission of the peace formed a. Fruitful subject of complaint to the Opposition during this session. It was defended by Mr. Howe in one of his ablest, most varied, and humorous speeches. Those great Constitutional questions, which formed the theme of the closing speeches in the first volume, have been again the subject of strenuous contest, between the master minds of the country. Not inferior in interest to these are the speeches of Mr. Webster, contained in the present volume, in the financial controversy which has lately agitated, and still agitates, the country. Commencing with his argument in answer to the President's veto of the Bank bill, in 1832, down to the over whelming refutation of the Protest, in 1834, they will all be found in the present volume. It contains also several other speeches, on subjects of less commanding interest, but characterized by the same high qualities. In addition to these parliamentary efforts, the publishers have introduced into the volume several occasional speeches, such as that delivered at a public dinner in New York, the address to the citizens of Pittsburgh, the eulogium on the character of Washington, the speech before the Convention at Worcester in 1832, with some others of a miscellaneous class. The general aspect of the present collection will be found, in some degree, different from the former, in the range of topics. It was, at that time, the pleasing duty of the publishers, in preparing the first collection which had been made of the works of Mr. Webster, to introduce into it his admirable discourses at Plymouth, and Bunker Hill, that delivered on occasion of the death of Adams and Jefferson, and the law arguments which occupy a considerable space in the volume. The complexion of the present series is more uniform, as to topics and form of address, though infinitely rich and various in illustration, and in application to the fortunes of the Republic, of inappreciable interest. Every thing, or almost every thing, contained in the present volume, has been delivered by Mr. Webster, in the period which has elapsed since the former volume was published. It accordingly exhibits to us the action of his intellect, almost exclusively, on the great questions which have convulsed the country, in this highly momentous period of time.
