In Unsettling the West, Rob Harper overturns this familiar story. Rather than flailing in a morass, the peoples of the revolutionary Ohio Valley actively and persistently sought to establish a new political order that would affirm their land claims, protect them against attack, and promote trade. According to Harper, their efforts repeatedly failed less because of racial antipathy or inexorable competition for land than because of specific state policies that demanded Indian dispossession, encouraged rapid colonization, and mobilized men for war. Unsettling the West demonstrates that government policies profoundly unsettled the Ohio Valley, even as effective authority remained elusive. Far from indifferent to states, both Indians and colonists sought government allies to aid them in both intra- and intercultural conflicts. Rather than spreading uncontrollably across the landscape, colonists occupied new areas when changing policies, often unintentionally, gave them added incentives to do so. Sporadic killings escalated into massacre and war only when militants gained access to government resources. Amid the resulting upheaval, Indians and colonists sought to preserve local autonomy by forging relationships with eastern governments. Ironically, these local pursuits of order ultimately bolstered state power. Following scholars of European and Latin American history, Harper extends the study of mass violence beyond immediate motives to the structural and institutional factors that make large-scale killing possible. The Ohio Valley's transformation, he shows, echoed the experience of early modern and colonial state formation around the world. His attention to the relationships between violence, colonization, and state building connects the study of revolutionary America to a vibrant literature on settler colonialism.

His long career of public involvement embodies many of the significant historical themes of the time: he was a Philadelphia aristocrat, a loyalist out of opportunism, a merchant during the period of economic adjustment in the 1780s, a grandiose land speculator, a Federalist with Alexander Hamilton and later a Republican with Thomas Jefferson, a nationalist theorist, a major prophet of industrial growth, and a prolific journalist. As this biography conclusively demonstrates, Coxe's role was considerably more consequential in the early history of the nation than has hitherto been supposed. Coxe's career is more interesting because it is paradoxical. Although he persistently aspired to fame as a public official, the posthumous recognition he has received is the result of his extensive writings on economic and mercantile policy. This volume expecially emphasizes Coxe's farsighted views and achievements as a political economist: his support of protective tarrifts, his advocacy of laborsaving machinery, and his prescient belief that cotton growing was the key to American economic independence and industrialization. Based on more than a decade's work in the voluminous collection of Coxe Papers, to which Jacob Cooke was given exclusive access, this biography provides much information on the operations of the Treasury Department under Alexander Hamilton, whom Coxe served as assistant secretary, and on the development of political parties. A Federalist apostate, Coxe was representative of a small but historically significant wing of his party that enthusiastically endorsed the fiscal policies of Hamilton while championing the commercial policies of Jefferson. With the signing of the treaty at Paris on the 3rd of September 1783, the rebellion came to a formal end, and a new state entered the family of nations. But the resulting peace stopped short of men's minds and spirits. There was no binding up of wounds nor forgetting of past injuries. On the contrary, hatred persisted and, if anything, intensified. On both sides of the Atlantic a nurturing of grievances, of suspicions, and of jealousies continued. For over thirty years Britons and Americans viewed one another with a jaundiced eye until a second peace treaty—this time at Ghent in 1814—brought to a formal close a second Anglo-American war. In the midst of this long, drawn-out conflict moved Phineas Bond, Esq. He reached the age of reason in Philadelphia before the outbreak of the War for Independence and was politically active in Pennsylvania from the beginning of what he called, "the Time of Troubles." He played a role as an American Tory, albeit a brief one, in the Revolution itself and with thousands of other Loyalists sought asylum in England. During a seemingly endless exile he became one of the most trusted attorneys of those British merchants in the Atlantic trade to whom Americans owed vast sums of money. Three years after the Peace of Paris, Bond returned to Philadelphia as His Britannic Majesty's consul to the middle states and as a representative of the merchants. There he remained, serving king and traders, until the eve of the War of 1812. Although occupying comparatively minor posts, Bond became a microcosm of his time. His thoughts and work, his dreams and hopes, his experiences and convictions point up the era between the two wars for American independence.

Book excerpt: Americans are fond of reflecting upon the Founding Fathers, the noble group of men who came together to force out the tyranny of the British and bring democracy to the land. Unfortunately, as Terry Bouton shows in this highly provocative first book, the Revolutionary elite often seemed as determined to squash democracy after the war as they were to support it before. Centering on Pennsylvania, the symbolic and logistical center of the Revolution, Bouton shows how this radical shift in ideology spelled tragedy for hundreds of common people. Bouton's work reveals a unique perspective, showing intimately how the war and the events that followed affected poor farmers and working people. Bouton introduces us to unsung heroes from this time--farmers, weavers, and tailors who put their lives on hold to fight to save democracy from the forces of "united avarice."
