Using data gathered from public records, official government reporting, and comparative studies, it reveals the current situation with regards to lethal risks from 1886 to 2019. The book identifies and presents two lethal risk hierarchies, the first for the period 1886-1999 and the second for the period 2000-2019. The hierarchies establish that the lethal risks faced come from: • Firearms • Assaults • And, potentially, Cutting/Stabbing attacks It determines that the nature of lethal risk has not changed, but rather the volume has reduced, meaning today’s officers are less likely to be harmed by lethal risk encounters than their predecessors were. This book provides a brief history of the Police from its beginnings to the present day with a specific focus on its relationship with firearms, which contextualize the law that justifies use of lethal force in a country that has abolished the death penalty. It examines police policies, procedures, training and structures governing deployment and use of firearms in Aotearoa New Zealand, and the independent oversight that now applies to fatal and non-fatal shootings by Police. An overwhelming amount of this work draws on evidence from Anglo-American police forces. These twin emphases have led to a limited view. Agencies such as criminal investigation units, intelligence services, private security companies, and military policing organizations have almost entirely escaped scholarly attention. In The Policing Web, Jean-Paul Brodeur looks at policing as a whole. He illuminates its full diversity, showing how it extends far beyond the confines of public police working in uniform and visible to all. Brodeur considers military policing, both when it complements the values of democracy and when it does not. He also discusses criminal individuals acting as police informants, and criminal organizations enforcing their own rules in urban zones deserted by the police. The author presents a detailed account of the French Gendarmeries from the old regime up to the First World War, and looks at the reasons for how and why this model came to be exported across continental Europe in the wake of the Revolutionary and Napoleonic armies. In particular their role is examined within the differing national contexts of Italy, Germany and the Habsburg Empire. The gendarmeries, it is argued, played a significant role in establishing the state, particularly in rural areas. As the physical manifestation of the state, gendarmes carried the state's law and a promise of protection, whilst at the same time ensuring in turn that the state received its annual levies of conscripts and taxes This account fully explores how the organisation and style of nineteenth-century soldier-policing in France developed in such a way that it brought the idea of the state and the state's law to much of twentieth-century continental Europe.
