It identified the following basic factors which contributed to the success of the AAH program: continuity of key personnel within the program management office; innovative planning and effective management of the competition; continuing Army support of the AAH program as an integral part of force modernization; and intensive management when required. Lessons learned include: Recognition that a design-to-cost program may not serve to discipline cost growth; Fabrication of prototypes during engineering or advanced development is necessary; Subsystem integration on a complex weapon system is facilitated by establishment of an interface control working group; Program office personnel at the test site can improve test continuity and provide managers with timely status reports; The magnitude of the logistics support analysis effort must be clearly stated by the Government and well understood by all contractors and subcontractors; Current spares requirements should be based on the current expected failure rates not on the maturity rate which may not be reached for several years; The success of a weapon system acquisition program is as dependent upon overcoming the chaos of the Federal budgetary process, the degree of agreement obtained among executive departments, and the leadership of the program manager as it is upon hardware development.

Book excerpt: Army aviation maintenance operations directly contribute to success on the battlefield by ensuring that aviation systems are mission ready and therefore capable of meeting the operational needs of the commander. Failure to maintain aviation systems in a timely manner removes assets from the hands of the user and can impact the outcome of the battle. Aviation systems that are designed for quick, effective, and safe maintenance operations not only contribute to the battle but also reduce operation and sustainment costs. This is accomplished by minimizing manpower and training costs and by reducing the potential for maintainer injury and damage to equipment. Additionally, logistics resources such as tools, test equipment, and supply parts are used more effectively when aviation systems have been designed for effective maintainability. An important step in the process of developing highly maintainable and cost-effective systems is the identification of maintainability shortfalls of fielded aviation systems. These shortfalls should address problems that maintainers experience while performing maintenance on fielded systems and should result in lessons learned that can be applied to the development of fliture aviation systems as well as modifications of existing systems. The purpose of this research effort was to identify maintainability shortfalls of the AH-64 in order to develop a set of lessons learned that can be applied to other fielded and developmental aviation systems. This report contains the results of that effort.

Use a main rotor and one tail, both with four blades. The helicopter is designed as a twin-engine two-seater in tandem, for use in anti-tank missions, assault, escort and fighter anti-helicopter, to be carried out in all weather conditions and light. The main armament consists of an automatic cannon M230 chain gun caliber 30 mm. It can be equipped with a combination of anti-tank missiles, rockets and air-to-air attached to the side flaps. The Apache is the primary attack helicopter of the US Army and the successor to the Bell AH-1 Cobra. It was designed by Hughes Helicopters to meet the requirements of the program "Helicopter Attack Advanced" (AAH) launched by the US Army in 1972. Later, the McDonnell Douglas acquired Hughes Helicopters and continued the development of the AH-64, AH-64D Apache getting the Longbow. After various corporate events, the project was awarded to Boeing Defense, Space & Security that continued production for the US requirements and for export to other countries. Apaches saw the first operational deployment in battle during the commitment of the US Army during the invasion of Panama in 1989. Other uses of war helicopter from the US Army were the 1991 Gulf War, the Kosovo war in 1999, the war in Afghanistan in 2001 and the war in Iraq 2003. The AH-64 Israelis have participated in all major military operations in his country since the nineties.
