Historiquement, la pression exercée sur les forêts du bassin du Congo a été comparativement faible, mais des signes indiquent que cette situation ne devrait pas durer, car la pression sur les forêts et les autres écosystèmes s’accroît. La reconnaissance croissante de l’importance des forêts pour endiguer le changement climatique a introduit un nouvel élan dans la lutte contre la déforestation et la dégradation de la forêt tropicale. La plupart des pays de bassin du Congo sont activement engagés dans un processus de préparation des cadres et stratégies-cadre capable de créer des incitations à « réduire les émissions dues à la déforestation et à la dégradation des forêts », encourageant « la conservation et la gestion durable des forêts ainsi que l’amélioration de la séquestration du carbone par les forêts » (REDD+). Ils travaillent ainsi d’ores-et-déjà à renforcer leur capacité de suivi des émissions liées aux forêts, à améliorer la gouvernance des forêts, à promouvoir le développement et à réduire la pauvreté, tout en protégeant les ressources naturelles de la région. Un exercice de deux ans visant à analyser et comprendre en profondeur la dynamique de la déforestation dans le bassin du Congo est résumé dans le présent rapport, qui s’organise comme suit : Le chapitre 1 donne une vue d’ensemble des forêts du bassin du Congo • Le chapitre 2 présente la dynamique de la déforestation et résume les résultats d’une analyse secteur par secteur des grands facteurs de déforestation dans le bassin du Congo. • Le chapitre 3 fournit une actualisation de l’état des négociations REDD+ dans le cadre de la CCNUCC et des implications pour les pays du bassin du Congo.

Book excerpt: The contributors to this volume encourage a re-thinking of the very notion of culture by examining the experiences, situations and the representations of those who chose – or were forced – to change cultures from the nineteenth century to the present day. Beyond a simple study of migration, forced or otherwise, this collective work also re-examines the model of integration. As recent entrants into new social settings may be perceived as affecting the previously-accepted social equilibrium, mechanisms encouraging or inhibiting population flows are sometimes put in place. From this perspective, “integration” may become less a matter of internal choice than an external obligation imposed by the dominant political power, in which case “integration” may only be a euphemism for cultural uniformity. The strategies of cultural survival developed as a reaction to such a rising tide of cultural uniformity can be seen as necessary points of departure for an ever-growing shared multiculturalism. A long-term voluntary commitment to make cultural boundaries more flexible and allow a more engaged individual participation in the process of defining the self and finding its place within a culture in movement may represent a key element for cultural cohesion in a globalized world.

Book excerpt: This book, which draws on a rich array of primary sources and archival materials, offers the first major appraisal of French responses to the Jewish refugee crisis after the Nazi seizure of power in 1933. It explores French policies and attitudes toward Jewish refugees from three interrelated vantage points: government policy, public opinion, and the role of the French Jewish community. The author demonstrates that Jewish refugees in France were not treated in the same manner as other foreigners, in part because of foreign policy considerations and in part because Jewish refugees had a distinctive socioeconomic profile. By examining the socioeconomic and political factors that informed French refugee policy in the 1930's, the author presents overwhelming evidence that Vichy's anti-Jewish measures were not merely the work of a few antisemitic zealots in the administration, nor did they stem solely from the desire of Marshal Pétain's government to find scapegoats for the military defeat of 1940. Rather, they enjoyed widespread popular support, not only from far-right organizations but also from a host of middle-class professional associations and their members (doctors, lawyers, merchants, and artisans) who perceived Jews as a competitive threat. The author also sheds new light on Jewish political behavior in the 1930s. She demonstrates that the French Jewish community was sharply divided over the proper approach to the refugee crisis. While some Jewish leaders pressed for a hard-line policy, others worked assiduously to provide the refugees relief and to persuade the government to pursue a more liberal refugee policy. Thus the author refutes claims that the native French Jewish elite was overwhelmingly unsympathetic to the refugees because of fear that an influx of refugees would provoke an antisemitic backlash. While this book reveals the extent to which anti-refugee attitudes and policies in the 1930's paved the way for Vichy's anti-Jewish policies, it also highlights significant discontinuities between the refugee policies of the Third Republic and those of the Vichy regime.

The research data presents in this book was collected from four local institutions, two Grandes Écoles and two universities, one of each focusing on the social sciences and the other on natural sciences and technology. Interviews with major stakeholders in the institutions, including personnel from international offices, faculty/researchers and international students were adopted as principal methods for data collection. The thematic organization of the findings in each chapter covers views from three levels of stakeholders’ and interprets the results within theoretical frames, such as institutional theories, world-system theory, international academic relationship theory and branding theory. Readers will find this book both practical and innovative in four key ways. Firstly, in knowledge diffusion, revealing the mysterious veil of the unique French dual higher education system. Secondly, in new knowledge production, exploring a new subject of research and filling the blanks from previous studies of the two groups of institutions. Thirdly, in presenting new interesting sights into current reforms in Frances’s higher education and how far principles of path dependency will ensure strong continuities with the past as against a tendency to homogenization in response to pressures from Europeanization and global ranking systems. Finally, in exploring the dimension of interculturality and the interplay between researcher’s identity and research process.

The present volume discusses the complex relationships between political power and religious authorities, such as Sufi shaykhs, ulamas, sheikh ul-islâm, hegumens, and the latin clergy in the premodern period. The 20th and 21th centuries are analysed from the perspective of the transformation of religious authority - certainly fragmented but vigorous - among the Bosnian Muslim Reformists, the Albanian Bektashis, the Alevis of Anatolia, and in female Sufism in Istanbul. It appears that religious authority is not limited to traditional authorities and is continuously confronted with limits, whether theological, political, social or institutional.
