Pour cette raison, certains pays européens ont adopté de nouvelles lois et de nouvelles politiques pour attirer les ouvriers étrangers hautement ou moyennement qualifiés. Cependant, les nouvelles mesures peuvent mettre en danger certains acquis dans ce domaine et peuvent ne pas être en accord avec les normes du Conseil de l'Europe visant à garantir les droits des travailleurs migrants, tels que la Charte sociale européenne et la Convention européenne relative au statut juridique du travailleur migrant. Cette étude se concentre sur les règles concernant le statut juridique des principales catégories de travailleurs migrants admis aux fins d'un emploi dans certains Etats membres du Conseil de l'Europe. L'étude examine la question essentielle de savoir si ces règles nationales sont conçues de manière à aider les migrants à s'intégrer dans le pays d'accueil, en leur garantissant un statut de résidence stable et l'accès aux droits sociaux, ou si elles découragent ou même empêchent une telle intégration.

Book excerpt: This book, which draws on a rich array of primary sources and archival materials, offers the first major appraisal of French responses to the Jewish refugee crisis after the Nazi seizure of power in 1933. It explores French policies and attitudes toward Jewish refugees from three interrelated vantage points: government policy, public opinion, and the role of the French Jewish community. The author demonstrates that Jewish refugees in France were not treated in the same manner as other foreigners, in part because of foreign policy considerations and in part because Jewish refugees had a distinctive socioeconomic profile. By examining the socioeconomic and political factors that informed French refugee policy in the 1930's, the author presents overwhelming evidence that Vichy's anti-Jewish measures were not merely the work of a few antisemitic zealots in the administration, nor did they stem solely from the desire of Marshal Pétain's government to find scapegoats for the military defeat of 1940. Rather, they enjoyed widespread popular support, not only from far-right organizations but also from a host of middle-class professional associations and their members (doctors, lawyers, merchants, and artisans) who perceived Jews as a competitive threat. The author also sheds new light on Jewish political behavior in the 1930s. She demonstrates that the French Jewish community was sharply divided over the proper approach to the refugee crisis. While some Jewish leaders pressed for a hard-line policy, others worked assiduously to provide the refugees relief and to persuade the government to pursue a more liberal refugee policy. Thus the author refutes claims that the native French Jewish elite was overwhelmingly unsympathetic to the refugees because of fear that an influx of refugees would provoke an antisemitic backlash. While this book reveals the extent to which anti-refugee attitudes and policies in the 1930's paved the way for Vichy's anti-Jewish policies, it also highlights significant discontinuities between the refugee policies of the Third Republic and those of the Vichy regime.

The Conference had before it ten national reports and seven synthesis reports (Paul 0 'Higgins, Benefits in general; Jan Pierik, Financing; Winfried Schmahl, Pensions; Yves Saint Jours, Health; Pasquale Sandulli, Unemployment; Martin Partington, Minimum income and family allowances; Jef van Langendonck, Social Security and Economic Insecurity). Most unfortunately Paul O'Higgins did not deliver the written text of his report and we regret that for that reason, we cannot include his report in this yearbook. The Conference, which got the hospitality of the Dutch Social Security Council in Zoetermeer, was very well organised and financed by the Dutch social security institutions and the Ministry of Social Affairs and Employment. Book excerpt: In order to describe how the elites in two political systems grappled with the potentially explosive influx of foreign labor, Gary Freeman analyzes and compares the ways in which the British and the French governments responded to immigration and racial conflict over a thirty-year period during the post-war era. In addition to comparing the policy records of the two countries, the author focuses on the process by which political and social phenomena become defined as public problems and how alternative responses to these problems are generated. His broader aim is to provide a standpoint from which to evaluate the more general problem-solving capability of the political systems under consideration. Professor Freeman finds that by 1975 both Britain and France had instituted tightly controlled, racially discriminatory, temporary contract-labor systems. Despite this basic similarity, however, he notes three distinctions between the two cases: while the French attempted to adapt immigration to their economic needs, the British failed to seize this opportunity; while the British moved toward an elaborate race relations structure, the French relied on criminal law and the economic self-interest of the worker to prevent outbreaks of racial violence; and the British were much more affected than the French by fears of immigration and racial conflict.
