Book excerpt: Depuis au moins deux décennies, la tendance de la politique migratoire au Québec s’est clairement prononcée en faveur d’une immigration économique permettant de faire face aux raretés de main-d’oeuvre dans plusieurs secteurs d’activités et dans différentes régions du Québec. La plupart des études montrent que l’intégration des personnes immigrantes a certes une dimension économique, mais elle implique également des dimensions sociales, psychologiques, politiques, etc. Cet ouvrage invite alors explicitement à réfléchir sur les conditions d’intégration sociale et professionnelle des personnes immigrantes. Une réflexion qui se doit d’être multidimensionnelle et multidisciplinaire. Évoquant le parcours des personnes immigrantes et reposant sur plusieurs disciplines, cet ouvrage donne d’abord un portrait statistique de l’immigration au Québec et met en avant les défis majeurs de l’intégration des personnes immigrantes. Il présente également les stratégies gagnantes permettant, aussi bien pour les personnes que pour les organisations, d’améliorer les chances d’une intégration réussie. Ensuite, l’ouvrage privilégie une approche intersectionnelle analysant les parcours et les défis particuliers pour les femmes et les familles. Enfin, il aborde le rôle des institutions dans cette intégration, notamment celui des ordres professionnels, des syndicats, des instances gouvernementales et des organismes d’employabilité. Cet ouvrage montre alors qu’une meilleure intégration et rétention des personnes immigrantes dans les organisations et dans les régions relève de la responsabilité de toutes et de tous et nécessite une vision holiste et humaniste, dépassant la seule nécessité économique de répondre à la pénurie de main-d’oeuvre.

Book excerpt: La politique, de 1992, de régionalisation de l'immigration du Gouvernement tente de remédier à la concentration de l'immigration dans la région montréalaise (Boulais, 2010). Malgré des résultats mitigés, force est de constater qu'il y a une augmentation de la diversité ethnoculturelle dans les régions du Québec. Lorsqu'elles sont éloignées, il n'existe souvent qu'un acteur en matière d'immigration sur le territoire. Différents facteurs contextuels ont un impact sur leur travail, par exemple, les mandats, les subventions et le type de clientèle. Ils doivent donc élire une stratégie, c'est-à-dire la façon de jumeler les différents facteurs pour répondre aux multiples éléments contextuels. Je tenterai de répondre, dans ce mémoire, à la question suivante : quelles sont les stratégies d'intervention des intervenants en régionalisation en situation d'isolement ? L'approche systémique est utilisée pour identifier les composantes du système en question (le travail des intervenants en régionalisation) et d'en dégager la structure conceptuelle. Par la suite, je tente de dégager les activités du système, soit les stratégies. Pour ce faire, une ethnographie est proposée par ce mémoire. À l'aide de questionnaires, d'entrevues téléphoniques et d'observations directes, je modélise le travail des intervenants au cœur de cette recherche. Ce sont les cinq volets du travail de régionalisation de Duplessis (2013) qui m'ont servi d'outils pour classifier les activités des intervenants, soit : 1- Démarchage, prospection et recrutement des personnes immigrantes ; 2- Les activités d'insertion à l'emploi ; 3- Prospection, réseautage et démarchage auprès de l'employeur ; 4- Accueil, établissement et intégration des familles immigrantes ; 5- Développement des activités de régionalisation de l'immigration. Ainsi, j'explicite les processus qui sont sous-jacents à chaque volet. Le premier volet comprend les activités de promotion de la région pour attirer un bassin de personnes intéressées, pour ensuite se concentrer sur le démarchage de ces derniers ainsi que les activités servant à les convaincre de choisir la région. Le deuxième volet comprend la planification des démarches d'emploi, d'insertion et d'intégration, c'est-à-dire tout ce qui a trait au mieux-être de la personne immigrante une fois embauchée. Le troisième volet comprend toutes les actions prises auprès des employeurs. Le quatrième volet comprend les activités de préparation du milieu, d'accueil et d'établissement ainsi que la médiation. Finalement, le cinquième volet comprend les tables de concertations et activités administratives servant à répertorier la clientèle. En conclusion, je constate qu'il existe trois grandes stratégies d'intervention auprès de la population immigrante dans ces territoires : sociale, employabilité et croissance. La stratégie sociale met l'emphase sur les activités du volet lié à l'intégration, alors que la stratégie d'employabilité met plus de temps au volet portant le même nom. La stratégie de croissance, elle, a peu de relation directe avec les immigrants, mais se concentre sur l'accroissement de cette population. Dans l'avenir, il sera possible d'utiliser la modélisation offerte par cette recherche pour étudier les changements des organismes au fil du temps. On pourra ainsi mesurer l'effet des éléments contextuels sur ceux-ci, tout spécialement dû au virage économique du MIDI dans sa vision de l'immigration. Finalement, on pourra étudier les résultats de ce processus et voir quels sont les effets sur les populations immigrantes de ces territoires.

Dans le cadre de cette étude une enquête auprès employeurs a été réalisée afin de comprendre leur expérience en matière de recrutement d'immigrants et de connaître leur perception de l'utilité des outils disponibles pour favoriser l'intégration et l'embauche d'immigrants. Ce rapport présente une analyse des enjeux liés à l'intégration des migrants au niveau local et propose des exemples de bonnes pratiques mises en place dans d'autres régions de l'OCDE.

Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book will be of much interest to students of terrorism and political violence, insurgencies, African politics, war and conflict studies, and IR in general.
