Contre les hégémonies politiques, économiques et idéologiques, qui profilent leur domination, derrière les systèmes de capitalismes nationaux, le Tiers-monde est contraint sous peine d'être assujetti, de se structurer à l'image de la Chine, en champs de forces, en espaces d'équilibre. La construction de nations libres et développées est à ce prix. Ce livre axé sur l'Ouest Africain est un effort de réflexion en ce sens et dans ce contexte. Il pose la problématique de l'effort de libération et de construction d'un espace politique et économique, qui puisse donner forme à une société démocratique et techniquement avancée. Dix ans d'indépendance formelle et de division ont fait la preuve, si besoin était, de l'impuissance des micro-Nations ouest-africaines. Elles sont incapables de se mettre à l'abri des tentatives de recolonisation. Elles sont inaptes, en dépit de leur potentiel, à édifier des réalités conséquentes qui participent, au même titre que l'U.R.S.S., les États-Unis, l'Europe occidentale ou la Chine à l'équilibre du monde. Elles se condamnent à l'impuissance dans la défense et la préservation de leurs propres libertés, dans la définition de société et d'outils économiques modernes. L'ouvrage de P. Diagne est une réflexion qui veut porter sur l'action. En ce sens, il dresse un diagnostic avant d'être une ouverture sur l'avenir ouest-africain. Il décèle les mécanismes de domination du système économique impérial, mis en place et contrôlé, par les métropoles conquérantes de l'Europe industrielle. Ces mécanismes sont essentiels à comprendre. L'auteur analyse le processus de recolonisation qui caractérise la décennie dite des indépendances. Mais cet ouvrage reste surtout une approche du problème de l'intégration économique comme projet d'édification d'une civilisation qui serve les intérêts et la vision du monde des peuples ouest-africains, qui les légitime, dans leurs droits de participer à l'équilibre du monde.

Book excerpt: Dans la vague de la décolonisation, les dirigeants africains se sont retrouvés face aux problèmes de balkanisation du continent et de sous-développement. La voie de l'intégration régionale fut alors préconisée comme la planche de salut. Cette stratégie fut porteuse d'espoir compte tenu d'immenses ressources naturelles et des potentialités certaines de l'Afrique. Toutefois, le bilan de quatre décennies d'indépendance africaine offre un tableau assez sombre : pauvreté, famine, explosion démographique, maladies, lourde dette extérieure, despotisme, guerres et instabilité générale. Tous ces fléaux attestent la crise de l'État en Afrique. Cette faillite de l' État a entrainé l'échec des idéologies et des stratégies infructueuses. Les actions de l'ONU et de ses institutions spécialisées se sont avérées déficientes. La politique d'ajustement structurel de la banque mondiale et du FMI n'a pas donné les résultats escomptés. Elle a même aggravé la situation socio-économique déjà précaire des populations africaines. L'OUA s'est contentée de déclarations d'intention pendant des années. L'application des mesures concrètes comme celle du plan de Lagos se heurte à de nombreuses difficultés et la construction de la communauté économique africaine prévue en l'an 2000 devient de plus hypothétique. Les multiples expériences d'organisation sous-régionale ont sans doute entrainé une recomposition-géopolitique du continent. En revanche, elles se sont révélées incohérentes et inefficaces en matière de développement. L'aggravation de la crise multiforme et la marginalisation croissante de l'Afrique imposent la redéfinition de stratégies d'intégration régionale et la refondation de l'État acteur. Reformulée sur la base de regroupements restreints et à partir de l'État plural, l'intégration régionale est susceptible d'apporter du progrès. Dans cette perspective, la république démocratique du Congo pourrait jouer un rôle de locomotive grâce à ses nombreux atouts. Encore lui faudrait-il trouver une stabilité politique, une prospérité économique et l'harmonie dans les relations avec ses voisins.

Book excerpt: Since the Treaty establishing the Economic Community of West African States (ECOWAS) was signed in 1975, several protocole have been adopted providing the legal and institutional framework for implementing the integration of the West African sub-region. Ail social and political stakeholders agree that regional integration is a major challenge for development in West Africa. Yet the regional integration process has been affected by many delays, even failures. Member states have pursued a seemingly contradictory dual objective: build a Nation-state within colonial Borders and achieve regional integration to fight against under-development. Can national planning priorities be reconciled with the demands and objectives of regional integration processes in West Africa ? Since 2005, under the auspices of the Management of Social Transformations (MOST) Programme initiative, the Social and Human Sciences Sector of UNESCO has organized a series of national seminars on West African regional integration in the ECOWAS region. Four seminars have so far been organized in Senegal, Mali, Benin and Ghana. This anthology publishes papers presented at Ghana's national seminar on "Nation-states and the Challenge of Regional Integration in West Africa: the Case of Ghana", held in Accra from 8 to 9 November 2005. The contributors suggest that Ghana's reluctance to relinquish its sovereignty stemmed from a lack of commitment in the first 20 years of ECOWAS' existence and preoccupation with its own security and survival against internai and externat threats. The state has currently demonstrated renewed commit-ment by establishing a Ministry of Regional Cooperation and the New Agenda for Africa's Development (NEPAD) to coordinate and manage the sub-regional integration programme. In spite of positive developments, results have been disappointing. The new ministry remains isolated and is constrained by limited resources in finance and manpower. Its approach to integration issues has been elitist and technocratic, concentrating on format trade and ignoring the importance of the informai trade that has been the traditional means of popular participation in the integration of West African economies. Borderland communities with economic and social ties continue to engage in exchanges across political boundaries in defiance of national and state security concerns. Empowerment of Ghanaians involved in small-scale, informa] cross-border trade (in majority, women) "would not only increase the levels of social and economic integration, but would make the benefits of integration available to large sections of the population".

It enables us to take action to recompose the world we live in. However, this book rejects narrow and simplistic conceptions of research use and its impact on policy-making, to embrace a more complex approach to seeing and dealing with social science. In the paradigm of "evidence-based policy", "evidence" is understood in its broad sense as information that helps form policies. Nonetheless, within current practices and discourse, it is not clear what "information" is, what is really meant by "evidence", and how it can be obtained objectively. The book draws on papers presented at the International Forum on the Social Science-Policy Nexus, where experts examined current practices and problems in areas such as social policy, migration, urban policies and globalisation. The Forum set a precedent in terms of dialogue between researchers and policy-makers. The authors contribute to enriching and elucidating the most common conceptualisations of the research-policy nexus. They represent a rich diversity of views, although most agree that an effective strategy to enhance social science-policy linkages should be underpinned by a theoretical and methodological framework that takes into account the interplay of different social actors.

En fait, elle est l'institutionnalisation du panafricanisme sur le continent. Pourquoi ? Parce que la toute nouvelle Afrique indépendante cherchait, via l'OUA, à tracer sa voie pour atteindre son double objectif: l'indépendance totale de tous les pays restés sous le joug colonial, la fin de l'apartheid comprise, et le développement socio-économique de ces mêmes pays au fur et à mesure qu'ils s'en libéraient. Comment? Partagé entre le panafricanisme des uns, selon le vieil adage «l'union fait la force», en ayant à l'esprit l'idée des «États-Unis d'Afrique» et le régionalisme des autres basé, lui aussi, sur le principe de «la solidarité africaine est une force». Ce dernier s'appuie sur le partage de l'Afrique en quatre, puis en cinq régions actuellement. C'est ainsi que le continent s'était vite retrouvé devant un dilemme, celui de l'embarras du choix politique pour mener à bien sa double action de libération politique et d'indépendance économique. De plus, il devait faire face au poids de la guerre froide (1947-1989) qui avait opposé ses pays entre modérés et progressistes suivant leurs orientations idéologiques respectives. Les premiers avaient pour alliés l'Europe Occidentale et les EUA tandis que les seconds pouvaient compter sur l'Europe de l'Est, l'ancienne Union Soviétique et la Chine communiste. Entre les deux groupes, la bataille d'idées fut âpre. Au final, c'est le groupe des régionalistes dits des pragmatiques ou modérés qui l'avait emporté. C'est ainsi qu'on parle de régionalisme ou du panafricanisme d'intégration régionale aujourd'hui en Afrique. C'est un processus résultant d'une démarche volontaire de deux ou de plusieurs États différents en vue d'une mise en commun d'une partie ou de l'ensemble de leurs ressources. Ce processus a pour finalité l'émergence et le renforcement des relations techniques et économiques d'interdépendance structurelles à effets d'entraînement positifs. L'union qui en résulte correspond à la soumission de l'ensemble des partenaires et des espaces régionaux auxquels ils appartiennent à des politiques communes, dites aussi uniques.
