Dans plusieurs pays, on observe le passage d’un modèle de la compensation, à celui de la lutte contre l’exclusion, jusqu’à l’émergence d’un modèle qui fait des thèmes de l’adaptation à la diversité, de la promotion de l’excellence et de la gestion des risques, son credo principal. Cette évolution témoigne des rapports équivoques que ces politiques entretiennent avec les visées sélectives des systèmes d’enseignement. Elle relève moins de choix publiquement débattus qu’elle n’est induite par les modes de définition et de construction sociale des problèmes auxquels ces politiques se proposent de répondre et des catégories de population qu’elles ciblent, ainsi que par la manière dont les sciences sociales pensent la réussite ou l’inégalité scolaire. Pourtant, cette évolution pose de nombreuses questions liées à la dynamique d’effacement de la problématique des inégalités, à la fragmentation des systèmes et des parcours éducatifs, et aux enjeux de savoir et d’émancipation intellectuelle. Ce second ouvrage consacré aux résultats de l’étude comparative EuroPEP vise à mieux comprendre ce qu’il advient de ces politiques dans huit pays européens. Il déploie l’analyse de thématiques transversales qui apparaissent comme autant d’éléments clefs de la constitution et de l’évolution des politiques observées : la construction des formes de ciblage et de désignation de leurs publics bénéficiaires ; leurs modalités d’action pédagogique et de transformations curriculaires ; la production, les usages et les mésusages de leurs évaluations. Il s’attache à contribuer au renouvellement de la réflexion sur les perspectives de justice et d’égalité en matière de scolarité.

Available in PDF, EPUB and Kindle. Book excerpt: Education is a contested terrain. The symmetry of education reform among the seven countries examined in this volume is remarkable. There is much commonality in the issues they raise, in the competing groups battling over education policy, their policy choices, and the implementation of such policies. Also, all seven countries address the same issues: equity, global competition, the performance of their students. There are at least six important traits characterizing these battles: the context, the combatants, the issues, the process, and the policies. To begin with, history, culture, and governance regime set the context for education policy and reform. Second, there is the process of how these battles are waged--is compromise an outcome or is it a zero sum contest? Third, there appear to be four groups of combatants each with its own ideology representing a particular social class in society and their views about education and its uses: Conservatives, Socialists, Neo-Liberals, and Elites. Education is an important and valued resource that each status group tries to control and shape to its own views. Fourth, there are key issues that drive education reform: how education can best flatten a social system, how education train students for work, and how education socializes students to be functioning citizens. In recent years, fifth issue has emerged: student performance on international standardized tests. Not only is a society’s international reputation based on their students’ performance, but nations see such performance as an indicator of the quality of their educational system and if it is good enough to secure its economic future. Finally, there are the policies themselves--do they reduce or increase inequality, who benefits and how? The chapters in this volume clearly point out that education reform is not a homogeneous process as some scholars have conjectured. Rather, education reform involves heated battles over the control of the educational system because education is seen as a key factor in maintaining a society’s vision and social structure.

Book excerpt: This book is part of the Sense Publishers series emerging from the 2013 WCCES XV World Congress in Buenos Aires (Series Editors Suzanne Majhanovich and Allan Pitman). The Congress Theme of New Times, New Voices provided the broad frame for the conference and the series of volumes, including this one, which contains research contributions focusing on educational internationalisation. Ever since the early days of international and comparative inquiry in education, the idea that policy and practice might be borrowed or transferred from one location to another has been a continuing theme. Several studies included in this volume focus on the activities of governments, the interactions between supranational organisations and states and the role of private and civil society actors in educational internationalisation. The chapters in this volume explore how internationalisation is carried out in various educational levels and through new or expanding policies and practices. Moreover, the chapters represent diverse research perspectives and geographical regions. More specifically, they examine issues pertaining to: (1) changes in the academic profession, (2) responses to the European Bologna Process and European perspectives on internationalisation, (3) political and institutional interventions that shape educational policy agendas, (4) children’s rights and teacher education in Latin America, and (5) the voices of Roma interest groups. These institutional affiliations provided education research with a specific character that often centres on notions such as excellence, efficiency, or standards. The specific comparative character of this policy-driven research agenda triggered the development of suitable research techniques such as comparative statistics and pertinent sub-disciplines such as cognitive psychology. Backed-up by powerful global institutions, this agenda purported to be rather unique, and it tended to ignore the cultural complexity of the educational field and those research approaches that address this complexity. This volume includes different historical, cultural, and sociological approaches to the education systems and to questions as to how research on education systems can be undertaken beyond the parameters of the existing research agenda. They demonstrate how pertinent problems of research on education systems can only be tackled taking an international and interdisciplinary approach with regard to both research questions and methods concerning education systems.

The book’s initial chapters introduce and summarize recent discussions and developments in the conceptualization, implementation, and evaluation of international large-scale context assessments and provide an outlook on possible future developments. Subsequently, three thematic sections – “Student Background”, “Outcomes of Education Beyond Achievement”, and “Learning in Schools” – each present a series of chapters that provide the conceptual background for a wide range of important topics in education research, policy, and practice. Each chapter defines a conceptual framework that relates recent findings in the educational effectiveness research literature to current issues in education policy and practice. These frameworks were used to develop interesting and relevant indicators that may be used for meaningful reporting from international assessments, other cross-cultural research, or national studies.
