Book excerpt: Cette thèse vise à comparer l'efficacité instruments standards d'appui au développement des énergies renouvelables et des instruments novateurs issus du protocole de Kyoto en prenant en considération : (i) la dérégulation des industries de réseaux ; (ii) et l'émergence de nouvelles formes marchandes issues des accords multilatéraux sur l'environnement. Nous testons l'arbitrage entre les approches institutionnelles par les prix et celles par les quotas échangeables dans les Pays Industrialisés avant d'évaluer les possibilités de leurs transpositions dans les pays en développement. Cet exercice est engagé sur la base de l'évaluation des performances économiques, environnementales et technologiques de chaque mécanisme. Nous démontrons la suprématie des instruments prix dans des cadres nationaux et celle des quotas échangeables dans le cadre d'un marché communautaire dérégulé. L'élargissement de l'évaluation aux Pays En Développement (PED) nous amène à intégrer les niveaux d'ouverture progressive à la concurrence que connaissent leurs marchés électriques parallèlement à la mise en œuvre des instruments de flexibilité du protocole de Kyoto. Nous mobilisons pour cela les apports théoriques complémentaires de la théorie des marchés contestables et de l'économie néo-institutionnelle. Nous analysons alors l'impact des différentes formes de dérégulation sur le développement des filières renouvelables sur la base d'une comparaison mondiale regroupant la Bolivie, la Thaïlande, l'Inde, la Tunisie et le Ghana. L'évaluation empirique démontre la forte contribution de l'apporche par les prix dans l'accroissement des capacités installées grâce à l'adoption du principe de la Production Indépendancte de l'Electricité (IPP). Elle permet également de mettre en avant la faible contribution de cet instrument dans l'accroissement de l'offre électrique renouvelable et dans l'impulsion du changement technologique des filières. L'étude de la transposition des approches par les quotas est effectuée dans le cadre du marché carbone mondial et du Mécanisme de Développement Propre (MDP). Nous démontrons l'importante contribution de ce mécanisme dans le développement des filières renouvelables grâce notamment aux possibilités de doubles rentes tirées par les investisseurs sur le marché carbone international et sur les marchés électriques nationaux. Cependant, les exigences de développement durable qu'implique sa mise en œuvre nous amènera à élargir le champ de l'évaluation aux critères de durabilité écologique, sociale, spatiale, et de gouvernance. Nous démontrons alors, dans le cadre d'une analyse coût-efficacité, la forte capacité du MDP à baisser les coûts de réduction des émissions pour les Pays Industrialisés tout en mettant en avant : (i) les risques de renforcement des disparités régionales et sectorielles en matières de capacités installées ; (ii) et les risques d'accentuation des comportements opportunistes dans la répartition des crédits entre agents économiques.
