Book excerpt: Après une introduction qui situe la création (en 1835) et la mise en place du corps des inspecteurs des écoles primaires dans son cadre historique, la première partie de la thèse est consacrée à l'étude du cadre général d'exercice de leur métier, de la création du corps a aujourd’hui chapitre analyse l'évolution des fonctions. D’abord essentiellement administratives, elles s'ouvrent au domaine pédagogique entre 1850 et 1875 et s'enrichissent au début des années 1880 de leur troisième volet, la formation des maitres. ce chapitre est également l'occasion de montrer qu’elle a été la place des inspecteurs dans le long conflit qui a opposé les ordres primaire et secondaire pour maitriser la scolarisation des enfants de 11 a 16 ans. Le second chapitre porte sur le recrutement et la formation des inspecteurs. il montre notamment la difficulté qu'a toujours éprouvée le ministère pour recruter des candidats disposant de diplômes de haut niveau. Le troisième chapitre analyse les conditions pour recruter des candidats disposant de diplômes de haut niveau. Le troisième chapitre analyse les conditions qui sont faites aux inspecteurs pour effectuer leur mission : conditions de travail, modalités de nomination et traitement. Enfin, le quatrième chapitre s'intéresse aux caractéristiques sociologiques du corps, a partir de coupes réalisées pour les années 1835, 1865, 1913, 1939, 1970 et 1994. La deuxième partie porte sur l'action des inspecteurs. toujours considérée dans la durée pour aboutir à la période actuelle, elle analyse successivement le rôle des inspecteurs dans la formation des maitres (chap. V), l'inspection qui est d'abord une inspection de l'école avant de devenir une inspection des personnes à partir de la fin du XXIXème siècle (chap. VI) et, enfin, l'administration de la circonscription et le rôle des inspecteurs dans le département qui, de tout temps, a été le cadre de gestion des maitres du premier degré et de l'action des inspecteurs (chap. VII). le dernier chapitre de la thèse tente de dresser un bilan de cette action a partir des observations réalisées dans les classes et de la mise en relation des résultats des élèves de 27 circonscriptions à l'évaluation nationale a l'entrée au cours élémentaire 2eme année avec les pratiques déclarées des inspecteurs des écoles primaires.

These varying interactions have been present since the birth of historical-comparative linguistics as a field of study. Work in historical linguistics may be appropriated or rejected for ideological reasons, most notably in the debates surrounding the Indo-European homeland; it can also by influenced by ideological biases, as in the 'alternative' histories that have been proposed for Moldovan and Maltese. Kaufmann, the doyen of the sociology of social policy in Germany, emphasizes norms, culture and history, in contrast to political economy approaches. Comparing Britain, Sweden, France and Germany, Kaufmann highlights the „idiosyncrasy” of each welfare state: countries are compared with regard to their state traditions and the relationship between state and civil society; their national “social questions”; their economic systems, including the unions and labour law; social security and redistribution; and their personal social services and education. The socio-cultural approach enables Kaufmann to show that not all modern states are welfare states. Some are just „capitalism“ (the USA), others are „socialism“ (the former Soviet Union).
