What have researchers meant by change, and related concepts such as reform, improvement, innovation, progress and the new? Does this teleological and hopeful discourse itself reflect a particular historical and national/cultural point of view? Is it over promising for educational research to claim to solve social problems, and are these properly understood as educational problems? In doing so, it challenges prevailing ideas about the application of philosophy and history of education, and demonstrates the relevance of philosophical and historical approaches for the practice and theory of education and for educational research. The seminar, entitled "The Costs of Post-Secondary Education in a Technological Society," was held at Cap-Rouge, near Quebec City, 25-27 June 1971. The seminar reviewed the response of developed nations to the important and difficult challenges confronting post-secondary education in this technological age. It brought together heads of post-secondary institutions and educational advisory bodies, financial and educational government officials, educational researchers, and businessmen. Approximately fifty per cent of the participants were from Canada with the remainder from Australia, Belgium, France, Great Britain, Norway, United States, West Germany, and from the Organisation for Economic Co-operation and Development. This book which now reproduces the two Jubilee issues of that Review has been published for a number of reasons. One is the importance of the topics dealt with. The last twenty-five years have seen unprecedented developments in education right across the world, in industrialised countries no less than in those which are still approaching that phase. From time to time it is essential to look back over the past and take stock of how the present situation has come about, to disentangle the trends and sort out from the welter of ideas those which turned out to be non-starters, those which died in their tracks, and those which came to stay. This is only possible after a certain passage of time has set events in proportion and in perspective. The twenty-five years which have elapsed since the IRE was started ten years after the ending of World War II would seem to be just long enough to make this possible, though when the IRE celebrates its fiftieth Jubilee in the year 2004 some of the trends which now seem so definite may themselves have died away to be replaced by others which can now be only dimly conceived. Another reason for this publication is the quality and standing in the world of education and scholarship of the two editors and their contributors.

Book excerpt: In the social sciences and humanities, researchers often qualify the period in which we are living as ‘late-modern’, ‘post-modern’ or ‘superdiverse’. These terms seek to capture changing conditions and priorities brought about by a new social order. This social order is characterized, among other traits, by an increased visibility of social, cultural and linguistic diversity, arising out of unprecedented migration and mobility patterns. It is also associated with the development of information and communication technologies, which in the digital era transform communication patterns, identities, relationships and possibilities for action. For education, these late-modern conditions create numerous interesting challenges, given that they are of course reflected in the classroom and other sites of learning. Conditions of ‘superdiversity’ mean that, in educational institutions, varied practices, linguistic repertoires, and symbolic resources come into contact, posing questions about how institutions and actors choose to deal with this diversity. Likewise, digital technologies with their possibilities for assembling and using multimodal texts in new ways transform the learning experience, redefining what counts as teaching, learning, knowledge, or assessment. By providing careful analyses of policies and interactions in superdiverse, technologically complex, educational contexts, the authors of this volume contribute something important: they give a shape – a semiotic form – to some of the issues raised by transnational migration, sociocultural diversity, and digital complexity. They construct a framework for reflecting about the new social order and its impact on education. They also reveal the kinds of new questions and new terrains that can and must be explored by linguistic research if it wants to stay relevant for education in these times of change.
