Malgré cette évidence, partagée par l'ensemble des acteurs sociaux et politiques, comment expliquer les lenteurs sinon les échecs du processus d'intégration depuis la création de la CEDEAO en 1975 ? Comment concilier les priorités sur le plan national avec les exigences et les objectifs des programmes d'intégration régionale ? Depuis les indépendances, les États de la région ont poursuivi ce double objectif qui peut paraître contradictoire : bâtir l'État-nation à l'intérieur des frontières héritées de la colonisation et réaliser l'intégration pour combattre le sous-développement engendré par la dépendance à l'égard des anciennes puissances coloniales. Le Burkina Faso fait partie de la trilogie, avec le Mali et le Niger, des pays dits enclavés dont l'accès à la mer est verrouillé par treize pays côtiers allant du Nigeria à la Mauritanie. En plus de ce handicap, le Burkina Faso est l'un des rares pays à avoir connu dans sa brève histoire coloniale trois démembrements successifs. Cette double dimension, géographique et historique, confère au pays un destin particulier auquel s'ajoute sa longue épreuve de pays d'émigration de travail vers le Ghana et principalement la Côte-d'Ivoire. Comme au Mali et au Niger, l'acuité de la crise ivoirienne a égale-ment accentué au Burkina Faso une prise de conscience de sa situation d'enclavement au sein du grand ensemble ouest-africain. Les trois pays commencent à exploiter sur place les potentialités en ressources humaines et naturelles. Mieux, le Burkina Faso commence à réduire sa dépendance vis-à-vis du port d'Abidjan en exploitant les possibilités du port de Tema au Ghana et celles de Lomé et de Cotonou. La crise ivoirienne a ainsi forcé le Burkina Faso à sortir du carcan des relations privilégiées anciennes pour s'ouvrir davantage à ses voisins.

Book excerpt: Since the Treaty establishing the Economic Community of West African States (ECOWAS) was signed in 1975, several protocole have been adopted providing the legal and institutional framework for implementing the integration of the West African sub-region. Ail social and political stakeholders agree that regional integration is a major challenge for development in West Africa. Yet the regional integration process has been affected by many delays, even failures. Member states have pursued a seemingly contradictory dual objective: build a Nation-state within colonial Borders and achieve regional integration to fight against under-development. Can national planning priorities be reconciled with the demands and objectives of regional integration processes in West Africa ? Since 2005, under the auspices of the Management of Social Transformations (MOST) Programme initiative, the Social and Human Sciences Sector of UNESCO has organized a series of national seminars on West African regional integration in the ECOWAS region. Four seminars have so far been organized in Senegal, Mali, Benin and Ghana. This anthology publishes papers presented at Ghana's national seminar on "Nation-states and the Challenge of Regional Integration in West Africa: the Case of Ghana", held in Accra from 8 to 9 November 2005. The contributors suggest that Ghana's reluctance to relinquish its sovereignty stemmed from a lack of commitment in the first 20 years of ECOWAS' existence and preoccupation with its own security and survival against internai and externat threats. The state has currently demonstrated renewed commit-ment by establishing a Ministry of Regional Cooperation and the New Agenda for Africa's Development (NEPAD) to coordinate and manage the sub-regional integration programme. In spite of positive developments, results have been disappointing. The new ministry remains isolated and is constrained by limited resources in finance and manpower. Its approach to integration issues has been elitist and technocratic, concentrating on format trade and ignoring the importance of the informai trade that has been the traditional means of popular participation in the integration of West African economies. Borderland communities with economic and social ties continue to engage in exchanges across political boundaries in defiance of national and state security concerns. Empowerment of Ghanaians involved in small-scale, informa] cross-border trade (in majority, women) "would not only increase the levels of social and economic integration, but would make the benefits of integration available to large sections of the population".

In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community. It will be of interest to researchers working in this area. Elias T. Book excerpt: At the 1884-1885 Conference of Berlin a cartel of largely European states effectively set the rules for the partition of Africa, an event whose historical and structural importance continues to affect and shape Africa's contemporary international relations. This 'Curse' is a recurring theme in Adebajo's trenchant historical analysis, even though its main focus is on contemporary African issues after the Cold War. The first part of the book examines Africa's quest for security with three essays on Africa's security institutions such as the African Union and sub-regional bodies; another on the political, peacekeeping, and socio-economic roles of the United Nations (UN) in Africa; and a third on Africa's two UN Secretaries-General between 1992 and 2006: Egypt's Boutros Boutros-Ghali and Ghana's Kofi Annan. The second section of the book focuses on Africa's quest for leadership, and five chapters examine the hegemonic roles of South Africa, Nigeria, the United States, China and France on the continent. The five chapters in the final section of the study analyse Africa's quest for unity, and examine the roles and significance for Africa of six historical figures: Mandela, Mbeki, Kwame Cecil Rhodes, Obama, and Gandhi; as well as assessing the African Union and the EU in comparative perspective.
