Les rapports de propriété juridique (ou de possession) et de propriété économique (ou de contrôle) entre l'Etat et les entreprises publiques ne sont pas parfaitement identifiables. Cette dualité peut être appréhendée par l'approche de science administrative qui permet de construire des indicateurs de décalage des rapports de propriété. Notre objectif est de montrer que la plupart des paradoxes qu'on rencontrés ces relations diminuent lorsqu'on adopte le point de vue de la théorie contractuelle. La nouvelle adaptation du système productif congolais tend à diminuer l'étendue du secteur d'Etat et ensuite à la privatisation. Nous montrons comment peut-être définie et déterminée une nouvelle orientation des rapports Etat-entreprises publiques et nous étudions ces éléments.

The different chapters contest the resultant stereotypes that deny women agency. Each chapter describes women as engaged in an aspect of religion, from that of ritual specialists, to benefactors and patrons, or even innovators. The volume examines topics such as sainthood and sacrifice so as to refine these ideas in constructive ways that do not devalue women. It also examines the meaning of the term “gift” today, embracing the term in both figurative and literal ways. So while, for example, state funding for education is almost non-existent, average school enrolment remains well above average for Sub-Saharan Africa. This book addresses this paradox, bringing together key scholars working on public services in the DRC to elucidate the evolving nature of governance in developing countries. Its contributions encompass a wide range of public services, including education, justice, transport, and health. Taking stock of what functions and why, it contributes to the debate on public services in the context of ‘real’ or ‘hybrid’ governance beyond the state: does the state still have a function, or is it no longer useful and relevant? Book excerpt: The concept of 'hybridity' is often still poorly theorized and problematically applied by peace and development scholars and researchers of resource governance. This book turns to a particular ethnographic reading of Michel Foucault's Governmentality and investigates its usefulness to study precisely those mechanisms, processes and practices that hybridity once promised to clarify. Claim-making to land and authority in a post-conflict environment is the empirical grist supporting this exploration of governmentality. Specifically in the periphery of Bukavu. This focus is relevant as urban land is increasingly becoming scarce in rapidly expanding cities of eastern Congo, primarily due to internal rural-to-urban migration as a result of regional insecurity. The governance of urban land is also important analytically as land governance and state authority in Africa are believed to be closely linked and co-evolve. An ethnographic reading of governmentality enables researchers to study hybridization without biasing analysis towards hierarchical dualities. Additionally, a better understanding of hybridization in the claim-making practices may contribute to improved government intervention and development assistance in Bukavu and elsewhere.
