Book excerpt: The governance and evaluation of ‘megaprojects’ – that is, large-scale, complex, high-stakes infrastructure projects usually commissioned by governments and delivered through partnerships between public and private organisations – is receiving increased attention. However, megaproject evaluation has hitherto largely adopted a linear-rationalist perspective to explain the frequent failure of such projects to meet the ‘iron triangle’ of performance criteria: delivering on time, within budget, and according to specifications. This approach recommends greater control and accountability to remedy megaproject ‘pathologies’. Drawing on empirical examples mainly from the transport sector and radioactive waste disposal, this book offers new perspectives to megaproject evaluation. Comprising contributions from leading experts in project evaluation and appraisal, this collection opens up new avenues by suggesting two ways of improving megaproject evaluation: 1) approaches that go beyond the dominant linearrationalist notion of policy processes, and emphasise instead the objective of opening up appraisal processes in order to enhance learning and reflexivity; and 2) approaches that extend evaluative criteria beyond the ‘iron triangle’, to cover the various socioeconomic impacts and preconditions for project success. It reviews the origin and nature of these uncertainties, and the practices implemented by the actors to mitigate or take advantage of them. Paradoxically, these practices generate new risks and power relations that are not compatible with the collaborative planning model. These paradoxes force the rethinking of practices such as project territorialization, risk taking in planning and the responsibility of actors, as well as the societal and political choices that must be made between the realization of projects and the protection of the environment.

How can it contribute to a sustainable and more equitable development? Not only is family farming the predominant form of agriculture around the world, especially so in developing countries, it is also the agriculture of the future. By declaring 2014 the “International Year of Family Farming,” the United Nations has placed this form of production at the center of debates on agricultural development. These debates are often reduced to two opposing positions. The first advocates the development of industrial or company agriculture, supposedly efficient because it follows industrial processes for market-oriented mass production. The second promotes the preservation of family farming with its close links between family and farm. The authors of this book wish to enrich the debates by helping overcome stereotypes – which often manifest through the use of terms such as “small-scale farming, subsistence farming, peasant, etc.” Research work has emphatically demonstrated the great adaptability of family farming systems and their ability to meet the major challenges of tomorrow but it has also not overlooked their limitations. The authors explore the choices facing society and possible development trajectories at national and international levels, and the contribution that agriculture will have to make. They call for a recommitment of public policies in favor of family farming in developing countries and stress the importance of planning actions targeted at and tailored to the family character of agricultural models. But, above all, they highlight the need to overcome strictly sectoral rationales, by placing family farming at the core of a broader economic and social project. This book is the result of a collaborative effort led by CIRAD and encapsulates three decades of research on family farming. It will interest researchers, teachers and students, and all those involved in national and international efforts for the development of countries in the South.

Book excerpt: The European Union (EU) has sought to establish itself as a global environmental leader but was hit by the combined effects of the economic and financial crisis from 2007-8 leading some to question whether the EU could continue to adopt ambitious environmental policy. This volume brings together leading environmental policy scholars to analyse the impacts of the crisis upon environmental policy in the EU and its member states. Authors analyse whether environmental policy has been dismantled, expanded or stayed the same. If policy has been dismantled, the kind of strategy adopted is analysed (active, symbolic, arena-shifting, or dismantling by default), and at what levels change has occurred. The Index of Policy Activity (IPA) is applied systematically across the cases, which combine quantitative with qualitative analysis. Non-European cases are also included to provide a counterpoint for comparison. The book finds that whilst the EU has not actively dismantled environmental policy, its economic policies have had negative effects upon some Member States, prompting policy dismantling. Climate and energy policies have seen some policy expansion but there are examples, most notably the UK, where there has also been active policy dismantling. The main trend is one of stasis - environmental policy in Europe is judged to have plateaued calling into question Europe's much-vaunted environmental leadership. The book contributes to scholarship on environmental policy and public administration, combining empirical and methodological insights to give an up to date perspective on the impact of crisis upon European environmental policy.
