Reposant sur un cadre théorique inspiré des travaux des historiens intellectuels du monde atlantique, il traite plus particulièrement de l'importance du concept de liberté dans le développement de l'État dans les deux colonies. Il démontre que ces dernières se sont développés dès 1791 en suivant un idéal de liberté qui, tout en étant différent de la liberté à l'oeuvre au sein des mouvements révolutionnaires de la fin du XVIIIe siècle, n'en était pas moins issu des Lumières. Il présente également les rébellions de 1837-1838 comme étant en partie le résultat d'un affrontement entre deux concepts très différents de liberté.

It also explores its impact on the development of militant Catholicism and, through its after-effects in the Union of Fribourg (1884-1891) on the emergence of social Catholicism in Europe. L'Internationale noire était une association secrète qui groupait les chefs de file des comités catholiques de neuf pays européens. Elle essaya de faire front contre les trois courants qui menaçaient l'Eglise catholique à la fin du XIXe siècle: le liberalisme, le socialisme et le nationalisme. Cette Internationale noire dépendait directement du Vatican. Analysant l'histoire de la naissance, du fonctionnement et de la dissolution de cette organisation secrète, le présent ouvrage ressemble quelquefois à un roman policier. Il accorde également une grande attention à l'influence exercée par ce réseau sur la politique de presse et sur la politique internationale du Vatican. Enfin, il évalue son impact sur le développement du catholicisme militant puis, à travers son prolongement dans l'Union de Fribourg (1884-1891), sur la percée du catholicisme social en Europe.

It includes, on the one hand, the Proposal for a European Convention on the protection of minorities, as a reply to the heartfelt need for protection of minorities at the European level. The proposal and its explanatory report appear in the first chapter of the publication. This publication includes, in addition, firstly the report on the protection of minorities at domestic law level which was drawn up within the framework of the Venice Commission and secondly the report concerning the special protection of which minorities can take advantage in States with a Federal or Regional structure. The report in question was established on the basis of replies provided by representatives of several European and non-European States to a questionnaire drawn up by the Commission; the questionnaire, together with the replies, appears in an Appendix to the report. Perusal of the replies given by representatives of different States to the same question allows for a rapid appraisal of the solutions adopted in national laws to identical problems of protection of minorities.
