Comment l'Eglise du Syllabus est-elle devenue celle de Vatican II et de Dignitatis Humanae ? Pour rendre compte de cette évolution, il est nécessaire de comprendre le contexte qui a pesé sur le discours : celui de ma Révolution française qui a provoqué une réaction politique de l'Eglise, puis celui de l'avènement des totalitarismes qui lui a permis de faire sienne l'idée que la liberté leur était préférable ; mais aussi l'importance d'un passé remontant au IVe siècle, marqué par l'imbrication théologico-politique. Alors qu'on a généralement abordé ce problème sous l'angle restreint d'une interrogation théologique, il s'avère que la liberté religieuse est une question de liberté politique, et que le sujet relève de la pensée politique. C'est pourquoi cette étude ne sépare pas liberté politique et religieuse, intimement mêlées dans les discours pontificaux. Elle démontre qu'il y a bien une rupture lors du tournant de Vatican II, annoncée par toute une pensée catholique (Lubac et Maritain en tête), et que toute volonté de prouver une continuité bute sur la réalité des textes. Toutefois cette rupture n'est pas de l'ordre de la foi, mais de celui de la pensée politique.
