Book excerpt: Au cours du XXe siècle, la Martinique, la Guadeloupe et la Guyane sont passées du statut de vieille colonie française à ceux de département d'outre-mer puis de région collectivité territoriale. Les paysages, l'économie, la société, les mentalités, la perception du monde par les populations ont fondamentalement changé, surtout à partir des années cinquante, au lendemain de la Deuxième Guerre mondiale et de la départementalisation intervenue en 1946. L'extension des réformes démocratiques dans les DOM, l'application progressive des lois sociales métropolitaines, la volonté de permettre une plus grande responsabilisation des élus, affichée avec la décentralisation des années 1980, ont eu de profondes répercussions dans ces départements français d'Amérique. Plus facile à mettre en œuvre, la départementalisation sociale décidée par Paris ne s'accompagna pas d'une croissance économique dynamique, synonyme de création d'emplois et d'enrichissement de toutes les couches de la population. L'intégration européenne, la mondialisation des marchés diminuèrent les possibilités d'un développement endogène à partir des potentialités régionales. Aujourd'hui, les départements français d'Amérique (DFA) ont un niveau de vie en hausse, mais une économie chancelante, nécessitant l'intervention régulière des pouvoirs publics, une forte mobilisation des professionnels sans oublier les multiples actions de revendications des organisations syndicales pour la défense de l'outil de travail. De mieux en mieux formés et informés, de plus en plus ouverts sur la Caraïbe et les Amériques, leur environnement naturel, Guyanais, Martiniquais et Guadeloupéens ont entamé le XXIe siècle avec beaucoup de détermination. Ce tableau de la Martinique, de la Guadeloupe et de la Guyane à l'aube du XXIe siècle a été réalisé à partir des recherches ou de témoignages rassemblés à l'occasion du colloque de la fin de l'année 2000 organisé par le centre de recherche GEODE Caraïbe. Servies par une conjoncture politique, économique et sociale particulièrement riche, les communications ont permis d'aborder différents problèmes structurels propres au développement atypique de ces territoires. L'exercice de nouvelles responsabilités individuelles ou collectives, la prise en compte des impératifs induits par l'intégration européenne, la construction de la zone de libre échange des Amériques et la mondialisation devraient particulièrement affecter les processus de développement des DFA durant les prochaines décennies.

Les questions abordées par ailleurs ont été rassemblées, dans les langues des intervenants, autour des thèmes suivants : criminalité et châtiments dans la Caraïbe ; la question de la nationalité aux Antilles françaises ; le traitement de l'environnement; la Caraïbe vue du Mexique; relations internationales et historiographie ; migrations transatlantiques et questions identitaires dans la Caraïbe britannique ; division sexuelle du travail et représentation de la sexualité. En dépit de l'obstacle linguistique que pourraient rencontrer certains lecteurs, les textes rassemblées ici donnent de la Caraïbe un éclairage diversifié rarement disponible dans les lieux accueillant le grand public

Book excerpt: During the first half of the twentieth century, movements seeking political equality emerged in France's overseas territories. Within twenty years, they were replaced by movements for national independence in the majority of French colonies, protectorates, and mandates. In this pathbreaking study of the decolonization era, Adria Lawrence asks why elites in French colonies shifted from demands for egalitarian and democratic reforms to calls for independent statehood, and why mass mobilization for independence emerged where and when it did. Lawrence shows that nationalist discourses became dominant as a consequence of the failure of the reform agenda. Where political rights were granted, colonial subjects opted for further integration and reform. Contrary to conventional accounts, nationalism was not the only or even the primary form of anti-colonialism. Lawrence shows further that mass nationalist protest occurred only when and where French authority was disrupted. Imperial crises were the cause, not the result, of mass protest.
