Although it was to be the shortest of his four exiles, this period of his life was a significant one. From Norway he increased his effort to create a Fourth International, encouraging his international followers to challenge Stalin's dominance over world communism. In Norway Trotsky wrote his last major book, The Revolution Betrayed, in which he presented himself as the true heir to the Bolshevik Revolution, maintaining that Stalin had violated the Revolution's ideals. His efforts to threaten Stalin from outside of Russia created international repercussions. At first, Trotsky lived peacefully, without a guard and enjoying more freedom in Norway than he experienced in any other country following his expulsion from the USSR. Then, at the first Moscow show trial of August 1936 he was accused of being an international terrorist who organized conspiracies from abroad with the intention of murdering Russian leaders and destroying the Soviet state. Wishing to maintain good relations with its powerful neighbor, the Norwegian cabinet placed Trotsky under house arrest. Internment soon followed. He became the subject of political dispute between the socialist Labor Party government that had granted him asylum and opposition parties from the extreme right to the extreme left. In the national election of October 1936 the issue appeared to threaten the very existence of Norway's first permanent socialist administration. After the election, the Labor government was determined to expel him. No European country would allow him entry, and when Mexico proved willing to offer a final refuge, Trotsky was involuntarily dispatched under police guard to Tampico on board a Norwegian ship. Trotsky in Norway presents a fascinating account—the first complete study in English—of Trotsky's asylum in Norway and his deportation to Mexico. Although numerous biographies of Trotsky have been published, their coverage of his Norwegian sojourn has been inadequate, and in some cases erroneous. A revised and updated edition of Hoidal's highly regarded Norwegian study, published in 2009, this book incorporates information that has since become available. In highly readable prose, Hoidal presents new biographical details about a significant period in Trotsky's life and sheds light on an important chapter in the history of international socialism and communism.

An entire industry was developed in an attempt to equate the crimes of Stalinism with the regime of workers' democracy that existed under Lenin and Trotsky. It is now more than fifty years since the publication of the first edition of this work. It was written as a reply to Monty Johnstone, who was a leading theoretician of the Communist Party of Great Britain. Johnstone had published a reappraisal of Leon Trotsky in the Young Communist League's journal Cogito at the end of 1968. Vasily Maklakov, a lawyer, legislator and public intellectual, was among the most prominent of these, and the most articulate and sophisticated advocate of the rule of law, the linchpin of liberalism. This book tells the story of his efforts and his analysis of the reasons for their ultimate failure. It is thus, in part, an example for movements seeking to liberalize authoritarian countries today—both as a warning and a guide. Although never a cabinet member or the head of his political party—the Constitutional Democrats or “Kadets”—Maklakov was deeply involved in most of the political events of the period. He was defense counsel for individuals resisting the regime (or charged simply for being of the wrong ethnicity, such as Menahem Beilis, sometimes considered the Russian Dreyfus). He was continuously a member of the Kadets’ central committee and their most compelling orator. As a somewhat maverick (and moderate) Kadet, he stood not only between the country’s absolute extremes (the reactionary monarchists and the revolutionaries), but also between the two more or less liberal centrist parties, the Kadets on the center left, and the Octobrists on the center right. As a member of the Second, Third and Fourth Dumas (1907-1917), he advocated a wide range of reforms, especially in the realms of religious freedom, national minorities, judicial independence, citizens’ judicial remedies, and peasant rights.

Book excerpt: Because they were Marxists, the Bolsheviks in Russia, both before and after taking power in 1917, believed that the past was prologue: that embedded in history was a Holy Grail, a series of mysterious, but nonetheless accessible and comprehensible, universal laws that explained the course of history from beginning to end. Those who understood these laws would be able to mould the future to conform to their own expectations. But what should the Bolsheviks do if their Marxist ideology proved to be either erroneous or insufficient-if it could not explain, or explain fully, the course of events that followed the revolution they carried out in the country they called the Soviet Union? Something else would have to perform this function. The underlying argument of this volume is that the Bolsheviks saw the revolutions in France in 1789, 1830, 1848, and 1871 as supplying practically everything Marxism lacked. In fact, these four events comprised what for the Bolsheviks was a genuine Revolutionary Tradition. The English Revolution and the Puritan Commonwealth of the seventeenth century were not without utility-the Bolsheviks cited them and occasionally utilized them as propaganda-but these paled in comparison to what the revolutions in France offered a century later, namely legitimacy, inspiration, guidance in constructing socialism and communism, and, not least, useful fodder for political and personal polemics.
