First, it conducts a Structural Vector-Autoregression analysis showing that the bank spread responds negatively to an expansionary government spending shock, while lending increases. Second, it illustrates that these results are mimicked by a Dynamic Stochastic General Equilibrium model where the bank spread is endogenized via the inclusion of a banking sector exploiting lending relationships. Third, it shows that lending relationships represent a friction that generates a financial accelerator effect in the transmission of the fiscal shock.

Book excerpt: Financial intermediation and bank spreads are important elements in the analysis of business cycle transmission and monetary policy. We present a simple framework that introduces lending relationships, a relevant feature of financial intermediation that has been so far neglected in the monetary economics literature, into a dynamic stochastic general equilibrium model with staggered prices and cost channels. Our main findings are:(i) banking spreads move counter-cyclically generating amplified output responses, (ii) spread movements are important for monetary policy making even when a standard Taylor Rule is employed,(iii) modifying the policy rule to include a banking spread adjustment improves stabilization of shocks and increases welfare when compared to rules that only respond to output gap and inflation, and finally (iv) the presence of strong lending relationships in the banking sector can lead to indeterminacy of equilibrium forcing the central bank to react to spread movements.

Die kritische und umfassende wissenschaftliche Betrachtung des Interbankenmarktes, der innerhalb des Transmissionsprozesses der Geldpolitik auf die Realwirtschaft eine wichtige Rolle spielt, wurde erst seit den neunziger Jahren des letzten Jahrhunderts vorangetrieben. Beginnend mit der grundsätzlichen Wirkungsweise von „Lending Relationships“ im Interbankenmarkt und einer Abgrenzung zum sogenannten Hausbankenprinzip werden in dieser Arbeit die grundlegenden Zusammenhänge von Bankengröße, Zinssatz und weiteren Determinanten dargestellt. Es zeigt sich, dass vor allem das Verständnis der Netzwerkstruktur im Interbankenmarkt von fundamentaler Bedeutung ist. Gegensätzlich zu den Vorteilen wird im zweiten Teil der Schwerpunkt auf die Gefahren von direkten Ansteckungseffekten durch Kreditbeziehungen im Bankensektor gelegt. Hierzu werden verschiedene von Allen und Gale (2000) und Freixas et al. (2000) gezeigte Strukturen dargelegt und länderspezifische Resultate aufgeführt. Der dritte Teil der Arbeit behandelt die geldpolitische Transmission, die über den Interbankenmarkt wirkt. Verschiedene Strukturen des Interbankenmarktes haben länderspezifisch verschiedene Auswirkungen auf die Geldpolitik. Ehrmann und Worms haben sich in verschiedenen Arbeiten mit Netzwerkstrukturen und deren Einfluss auf die Geldpolitische Transmission auseinandergesetzt. Deutschland mit einem hohen Organisationsgerad dient hierbei als gutes Anschauungsbeispiel. Die Arbeit endet mit einem Fazit und einem Ausblick auf weiter zu untersuchende Themengebiete.

Book excerpt: We present evidence of a risk-taking channel of monetary policy for the U.S. banking system. We use confidential data on the internal ratings of U.S. banks on loans to businesses over the period 1997 to 2011 from the Federal Reserve’s survey of terms of business lending. We find that ex-ante risk taking by banks (as measured by the risk rating of the bank’s loan portfolio) is negatively associated with increases in short-term policy interest rates. This relationship is less pronounced for banks with relatively low capital or during periods when banks’ capital erodes, such as episodes of financial and economic distress. These results contribute to the ongoing debate on the role of monetary policy in financial stability and suggest that monetary policy has a bearing on the riskiness of banks and financial stability more generally.

We exploit unique variation in how the ECB's 2011-12 Long-Term Refinancing Operations (LTROs) affected lending to firms discontinuously across credit ratings (within banks) to make four contributions. (i) We show the LTROs induced increased bank lending to firms in France, including to SMEs, an elusive policy objective. (ii) We uncover important heterogeneity: banks pass through LTRO liquidity very differently to multi- bank firms than they do to firms with only one bank. (iii) Differences in liquidity transmission map to archetypal lending types: single-bank firms receive relationship lending, and these firms invest and grow in response, while multi-bank firms receive transactions-style lending and do not increase their investment. (iv) While the majority of the effect flows to firms whose loans are policy-eligible, we identify a spillover (onto multi-bank firms only) that appears to be driven by bank competition for borrowers.

Yet, no systematic measure of the different degree of lending rate stickiness across countries has been attempted. This paper provides such a measure. It also relates the different degree of lending rate stickiness to structural features of the financial system, such as the existence of barriers to competition, the degree of development of financial markets, and the ownership structure of the banking system. Thus, the paper provides further evidence on the relationship between structural financial policies and monetary policy, as well as on the relevance of credit markets for the monetary policy transmission mechanism. The role of administered discount rates in speeding up the. adjustment of lending rates is also discussed.

Book excerpt: Using an estimated dynamic stochastic general equilibrium model with banking, this paper first provides evidence that monetary policy reacted to bank loan growth in the US during the Great Moderation. It then shows that the optimized simple interest-rate rule features no response to the growth of bank credit. However, the welfare loss associated to the empirical responsiveness is small. The sources of business cycle fluctuations are crucial in determining whether a “leaning-against-the-wind” policy is optimal or not. In fact, the predominant role of supply shocks in the model gives rise to a trade-off between inflation and financial stabilization.

Book excerpt: We study negative interest rate policy (NIRP) exploiting ECB's NIRP introduction and administrative data from Italy, severely hit by the Eurozone crisis. NIRP has expansionary effects on credit supply-- -and hence the real economy---through a portfolio rebalancing channel. NIRP affects banks with higher ex-ante net short-term interbank positions or, more broadly, more liquid balance-sheets, not with higher retail deposits. NIRP-affected banks rebalance their portfolios from liquid assets to credit—especially to riskier and smaller firms—and cut loan rates, inducing sizable real effects. By shifting the entire yield curve downwards, NIRP differs from rate cuts just above the ZLB.
