Through an original combination of the linguistic theory of discourse developed in Critical Discourse Analysis, Bourdieu’s field theory and notion of symbolic power, and political thought on polity-building, it develops a framework for the discourse study of legitimation and Europeanisation, and proposes applications beyond the case studies in the book.To students of European integration, it demonstrates the potential these concepts have for unravelling the implicit practices of postnational polity building. How was this intervention, and the global campaign named as “war-on-terror,” legitimised linguistically? This book shows that the best legitimisation effects in political discourse are accomplished through the use of “proximization”—a cognitive-rhetorical strategy that draws on the speaker’s ability to present events as directly and increasingly affecting the addressee, usually in a negative or threatening way. There are three aspects of proximization: spatial, temporal and axiological. The spatial aspect involves the construal of events in the discourse as physically endangering the addressee. The temporal aspect involves presenting the events as increasingly momentous and historic and hence of central significance to both the addressee and the speaker. The axiological aspect consists in a growing clash between the system of values adhered to by the speaker and the addressee, and the values characterizing a third party whose actions, ideologically negative, are made “proximate” and thus threatening. Although the tripartite model of proximization proposed in the book is complex at the level of its linguistic realisation, the working assumption is intriguingly basic: addressees of political discourse are more likely to legitimise pre-emptive actions aimed at neutralizing the proximate “threat” if they construe the threat as personally consequential. The book shows how language of the war-on-terror, and especially the rhetoric of the Iraq war, respond to this precondition. This second revised edition features an extended preface and a new closing chapter.

In taking this position of legal rationality, the book focuses on free movement rights of TCNs within EU treaties and implementing legislation, the Area of Freedom Security and Justice, and Association Agreements. Outlining EU enlargement law in general, including the principle of conditionality and the role played by the analysis of democracy and the Rule of Law in enlargement preparation; 2. Focusing on the role actually played by the monitoring of democracy and the Rule of Law in ten candidate countries, scrutinizing the way the EU used the legal tools and competences outlined in its enlargement law. The book adopts the EU's own understanding of democracy and the Rule of Law, as derived directly from the substance of the numerous legal and political instruments issued by the Community Institutions and especially the Commission in the course of the pre-accession process. In this way it demonstrates the actual - as opposed to the officially announced - role played by the assessment of democracy and the Rule of Law in the candidate countries in the regulation of enlargement. Many formidable inconsistencies in the application of the conditionality principle are thus laid bare. This leads the author to a series of recommendations on policy and procedure that he demonstrates could be profitably applied to the regulation of current and future accessions, using the Commission's own structure of monitoring pre-accession reforms in the three areas of the legislature, executive, and judiciary in candidate countries. The probity and soundness of these recommendations, firmly grounded as they are in the actual pre-accession monitoring and its consequences for the pre-accession progress of ten Eastern European countries admitted to the EU in 2004 and 2007, will greatly interest policymakers and scholars concerned with the future of European integration.
