Book excerpt: Economic policymaking has perpetually been one of the central dilemmas facing Congress, leading to huge budget deficits and disagreements among legislators about spending priorities and tax policies.This book examines congressional decision making on economic policy during the Reagan administration. It looks at legislative actions on Reaganomics, tax reform, and the politics of deficit reduction, and shows the importance of looking not just at the consequences of these decisions but also at the legislative processes that led to them. Using an "activist-based" approach and previously unexamined data, Darrell West shows that district activists, often more conservative than the public at large, exerted a disproportionate and misleading effect on congressional voting. When this support eventually proved unstable, a more skeptical Congress began to eventually back away from the president's policies. This move had serious consequences for deficit reduction and policy initiation, and also influenced the final shape of the tax reform package adopted in 1986.

The authors also assess the impact of the scientific-technical revolution on Soviet-East European relations and East-West relations, emphasizing the foreign policy consequences of increased financial and technological interdependence. The study does not deal with narrow legalistic issues of technical progress; rather, its focus on policy questions reflects the inclination of Soviet and Eastern European governments to view those questions in terms of law and legislative activity and to see law as an instrument of social engineering.

Why is it that most politicians in America are so much better off than the people who elect them— and does the social class divide between citizens and their representatives matter? With White-Collar Government, Nicholas Carnes answers this question with a resounding—and disturbing—yes. Legislators’ socioeconomic backgrounds, he shows, have a profound impact on both how they view the issues and the choices they make in office. Scant representation from among the working class almost guarantees that the policymaking process will be skewed toward outcomes that favor the upper class. Science and technology policy is concerned with the allocation of resources for and encouragement of scientific and engineering research and development, the use of scientific and technical knowledge to enhance the nation's response to societal challenges, and the education of Americans in science, technology, engineering, and mathematics. Science and engineering research and innovations are intricately linked to societal needs and the nation's economy in areas such as transportation, communication, agriculture, education, environment, health, defence, and jobs. As a result, policymakers are interested in almost every aspect of science and technology policy. The three branches of government; executive, congressional, and judiciary; depending on each branch's responsibility, use science and technology knowledge and guidance to frame policy issues, craft legislation, and govern. The science and engineering community, however, is not represented by one individual or organisation. On matters of scientific and technical knowledge and guidance, its opinions are consensus-based with groups of scientists and engineers coming together from different perspectives to debate an issue based on the available empirical evidence. In the end, consensus is achieved if there is widespread agreement on the evidence and its implications, which is conveyed to policymakers. Policymakers then determine, based on this knowledge and other factors, whether or not to take action and what actions to take. If there are major disagreements within large portions of the community, however, consensus is not yet achieved, and taking policy actions in response to a concern can be challenging. Several organisations, when requested by the federal government or Congress, provide formal science and technology policy advice: federal advisory committees, congressionally chartered honorific organisations, and federally funded research and development corporations. In addition, many other organisations and individuals -- international intergovernmental organisations, policy institutes/think tanks, the public, professional organisations, disciplinary societies, universities and colleges, advocacy, special interest, industry, trade associations, and labour -- also provide their thoughts. These organisations may agree on the scientific and technical knowledge regarding an issue, but disagree on what actions to take in response, as their values on a proposed policy may differ. Policymakers may be overwhelmed with an abundance of information from these organisations. Despite these challenges, scientific and technical knowledge and guidance can provide policymakers with an opportunity to make their decisions based on the best information available, along with other factors they might take into account, such as cultural, economic, and other values, so that societal and economic benefits are enhanced and losses are mitigated.

Then, with increasing competition from Asia, Germany, and South America, the recession of the 1980s, and the Reagan cutbacks in assistance to states, they began to place more emphasis on state economic development, finding that earlier policies did little to help their states develop economically. Today, the pursuit of state economic development is so intense it pushes other issues to the back burner. Examining the impact of interest groups on state economic development policies, this book helps to account for some of the forces that have molded development policy during this crucial time. With the reemergence of economic development as a policy issue, state policy makers have developed over 300 distinct policies. What causes state officials to adopt or modify specific policies is open to debate. Investigating a series of variables believed to influence variations in state economic policies, the author finds that contemporary theories do not adequately explain the relationship between the lobbying efforts of interest groups and differences in economic development policies.
