In the wake the of the disaster, questions were asked as to why Japanese antinuclear movements were not able to prevent those with vested interests, such as businesses, bureaucrats, the media and academics, from facilitating nuclear energy policies? Taking this question as its starting point, this book looks more widely at the development and powerlessness of Japanese civil society, and seeks to untangle this intersection between social movements and civil society in postwar Japan. Central to this book are the Japanese New Left movements that emerged in the 1960s and 1970s, and the impact they have had on civil society and politics. By focusing on a key idea that a wide range of new leftists shared – the self-revolution in ‘everydayness’ – Takemasa Ando shows how these groups did not seek immediate change in the realms of politics and legislation, but rather, it was believed that personal transformation would lead to broader social and political change. By reconsidering the relationship between Japanese New Left movements of the 1960s and later social movements, this book crucially connects the constructive and disruptive legacies of the movements, and in doing so provides valuable insights into the powerlessness that plagues Japanese civil society today. Book excerpt: Modern social movements frequently serve as a space to voice concerns in a supportive and collective context and thus are an important venue for individuals to learn how to speak up for themselves. With the rise of new generations and advancement of technology such as digital networks, contemporary Japanese social movements and activism have transformed significantly in recent years, now with more flexibility and less reliance on ideology and institutional foundations. The new patterns provide individuals different spaces and ways to get involved in “politics,” which have shed the traditional settings and expectations. This transformation carries both advantages and risks. In Alternative Politics twelve original ethnographic studies illustrate how social movements are creating new alternatives for Japan in the current century. The term “alternative” has a double meaning. First, it refers to forms of political engagement that are outside the standard politics of political parties and institutional forums. Second, it engages with contemporary movements seeking an alternative politics that is culturally specific and historically embedded, an alternative to past periods of activism in Japan in the 1960s and 1970s often characterized as tainted, and causing the decline of social movement activity for nearly two decades. The introduction written by Slater and Steinhoff places the volume in historical, social, and methodological context and analyzes the main characteristics of the new social movements. Each chapter provides a rich description of a particular movement active between 1990 and 2020, showing what the participants wanted to achieve, how they tried to distance themselves from earlier movements, and how they used new social media and other innovations to do so. The accounts preserve the immediacy of the period when the fieldwork was conducted, but each end with a postscript bringing the movement up to date. Engagingly written by an international community of Japan specialists committed to doing extended fieldwork with small social movement groups, Alternative Politics will appeal to social scientists interested in activism and Japan specialists in various disciplines, as well as undergraduates in a wide range of courses.

Book excerpt: In Mobilizing Japanese Youth, Christopher Gerteis examines how non-state institutions in Japan—left-wing radicals and right-wing activists—attempted to mold the political consciousness of the nation's first postwar generation, which by the late 1960s were the demographic majority of voting-age adults. Gerteis argues that socially constructed aspects of class and gender preconfigured the forms of political rhetoric and social organization that both the far-right and far-left deployed to mobilize postwar, further exacerbating the levels of social and political alienation expressed by young blue- and pink- collar working men and women well into the 1970s, illustrated by high-profile acts of political violence committed by young Japanese in this era. As Gerteis shows, Japanese youth were profoundly influenced by a transnational flow of ideas and people that constituted a unique historical convergence of pan-Asianism, Mao-ism, black nationalism, anti-imperialism, anticommunism, neo-fascism, and ultra-nationalism. Mobilizing Japanese Youth carefully unpacks their formative experiences and the social, cultural, and political challenges to both the hegemonic culture and the authority of the Japanese state that engulfed them. The 1950s-style mass-mobilization efforts orchestrated by organized labor could not capture their political imagination in the way that more extreme ideologies could. By focusing on how far-right and far-left organizations attempted to reach-out to young radicals, especially those of working-class origins, this book offers a new understanding of successive waves of youth radicalism since 1960.

This comprehensive work explores how radical Chinese and Japanese thinkers committed to social change in this turbulent era addressed issues concerning national identity, social revolution, and the role of the national state in achieving socio-economic development. Focusing on the adaptation of anarchism and then Marxism-Leninism to non-European contexts, Germaine Hoston shows how Chinese and Japanese theorists attempted to reconcile a relatively new appreciation for the nation-state with their allegiance to a vision of internationalist socialist revolution culminating in stateless socialism. Given the influence of Western experience on Marxism, Chinese and Japanese theorists found the Marxian national question to be not merely one of whether the "working man has no country," but rather the much more fundamental issue of the relative value of Eastern and Western cultures. Marxism, argues Hoston, thus placed native Marxists in tension with their own heritage and national identity. The author traces efforts to resolve this tension throughout the first half of the twentieth century, and concludes by examining how the tension persists, as Chinese and Japanese dissidents seek identity-affirming modernity in accordance with the Western democratic model.

Book excerpt: "In the formative years of the Japanese labor movement after World War II, the socialist unions affiliated with the General Council of Trade Unions (the labor federation known colloquially as Sohyo) formally endorsed the principles of women’s equality in the workforce and put in place measures to promote women’s active participation in union activities. However, union leaders did not embrace the legal framework for gender equality mandated by their American occupiers; rather, they pressured thousands of women labor activists to assume supportive roles that privileged a male-centered social agenda. By the late 1950s, even Japan’s radical socialist unions had reestablished the primacy of conservative gender norms, channeling women’s labor activism to support political campaigns that advantaged a male-headed household and that relegated women’s wage-earning value to the periphery of the household economy. By showing how unions raised the wages of male workers in part by transforming working-class women into middle-class housewives, Christopher Gerteis demonstrates that organized labor’s discourse on womanhood not only undermined women’s status within the labor movement but also prevented unions from linking with the emerging woman-led, neighborhood-centered organizations that typified social movements in the 1960s—a misstep that contributed to the decline of the socialist labor movement in subsequent decades."

Book excerpt: On November 17,1964, a new and rather unique political organization was inaugurated in Japan. This organization was called Komeito or the Clean Government Party. ! The mother organization was the lay Buddhist group, Soka Gakkai 2 or Value Creation Society. It had previously been engaged in some political activities, but the establish ment of the party was an indication of serious intent to become even more involved in Japanese political affairs. The rather militant posture of Soka Gakkai and its phenomenal success in converting literally millions of Japanese to the Nichiren Buddhist religion was somewhat disconcerting for observers, both Japanese and foreign. Because of its political activism, many persons viewed the organization as similar to the pre-World War II ultra-nationalist movement, while others ap plauded Soka Gakkai for giving new life and hope to a large segment of Japanese society that was only receiving a marginal share of Japan's increasing prosperity. Any mass movement may appear rather ominous to some people and a rapidly expanding and aggressive movement is bound to be perceived as a threat to society. Soka Gakkai is no exception, and therefore has been the subject of much debate and controversy in both Japan and abroad. As is often the case with controversial matters, a new perspective will help to clarify some of the more contentious issues of this movement.
