Something is in the air of which we are vaguely conscious long before we can definitely make out what it is. There are hints to-day of a new method of treating social phenomena, by presenting an accurate picture of them with a view to demonstrating the laws which determine and govern them. Man, it is thought, can thread his way through the midst of these phenomena and handle them with all the certainty of precise knowledge. A great revulsion of feeling has taken place. Until recently the mere idea of the scientific and methodical observation of social phenomena encountered the most determined opposition on all sides. No one would admit that a man who devoted himself to studies of the kind, however rigorous his methods might be, could succeed in disentangling some threads of the huge and complex web of society. Only the wiser heads of politicians, from their heights of power or speculation, were considered qualified to grapple with the problem and to offer to the rest of the world such solutions of the ever-changing riddle as time and place seemed to require. Thus the true method of all reliable knowledge was reversed, that method which, instead of proceeding from a confused and summary view of a vast whole to the consideration of the part, proceeds from the study of the most minute part to that of a contiguous part, and thence little by little, without risk of error, to that of the whole. Perhaps Imay put it this way. In my deliberate opinion any young fellow who has been through this war, and any young woman who has answered the call in her own sphere during the war, has received during those five years a University education superior to what any of us got in the Old days, or any person gets to-day, in the Universities of Oxford, Cambridge, or Manchester, or Liverpool, or so on. I mean that any young man or young woman who had any real substance in him or her before the war has had it, with the experience, the opportunities, of the war, increased probably an hundredfold. Therefore I look upon the future adjustment Of our industry to meet the truth of such a situation with the greatest hope. What fools we should be if we failed to take that human factor into the fullest account and to give it a full opportunity of making its mark. Before the war there was already a claim for a higher status for the individuals that go to make up the mass of our population. That, as I say, was the natural result of the Spread of education and is it not a good thing that there should be that healthy aspiration, namely, that the ordinary work of daily life should be not measured wholly on the cash basis, wholly on the number of hours which are worked or which are passed away, but that there should be a claim right through from all the varied human units. But I always refused because the whole truth cannot be told from a party point of view. I had, nevertheless, resolved to tell the story from an independent standpoint as early as 1880, but the work was deferred for various reasons until I had more leisure. The story of Labour's struggles, its victories and defeats; the fierce contests which for centuries were waged against it to keep it in subjection; and its resistance from time to time, involving suffering, privation, prosecution, and persecution required to be told, for it finds no place in the so-called "Histories of England." For half a century my lot has been cast amid those struggles; and I have, as best I could, contributed to the amelioration of the hard conditions under which working men still suffered fifty years ago, to emancipate themselves from which they fought and strove against the oppressive forces opposed to them. The following work is an attempt to trace progressive legislation from the date of the first repeal of the Combination Laws in 1824 to the present time. In order to do so it was necessary to indicate generally, but clearly, the nature of the laws adverse to labour as they existed at the close of the eighteenth and during the first quarter of the nineteenth century.
