Las normas e instrumentos internacionales y nacionales de proteccion a los derechos humanos de las mujeres se enmarcan en: a) Declaracion Universal de Derechos Humanos en sus articulos 1 y 16. b) Constitucion Politica de Colombia en sus articulos 13, 40, 42, 43 y 53. c) Ley 051 de 1981 Convencion sobre la Eliminacion de Todas las Formas de Discriminacion contra la Mujer en su articulo 1. d) Convencion Interamericana para Prevenir, Sancionar y Erradicar la Violencia contra la Mujer: La Convencion es el primer instrumento de caracter vinculante que reconoce, desde su preambulo, que la violencia de genero es una violacion de los derechos humanos, sea perpretada por particulares o por agentes del estado o simplemente toleradas por estos ultimos. Las redes deben considerar los contenidos de la salud sexual y reproductiva para el trabajo de prevencion de la violencia intrafamiliar porque ellos explican situaciones como: 1) Las deficiencias en informacion y educacion sobre los coentenidos de la salud sexual y reproductiva y especialmente de la educacion sexual, se relacionan con la presencia de conductas, creencias, o mitos sobre la sexualidad, el ejercicio de la sexualidad y la reproduccion, que se convierten en formas de violencia. 2) Las deficiencias en la atencion a ninos y ninas se traducen en formas de maltrato como: abandono, desnutricion, retardo del crecimiento y desarrollo, precaria capacidad de autoreconocimiento, de relacionarse y de aprender. Estas deficiencias tambien son condicion de riesgo para la introduccion de comportamientos destructivos y autodestructivos, adicivos, irresponsables y abusivos en la mayoria de las formas de relacion social, pero especialmente en lo relacionado con el ejercicio de la sexualidad y la reproduccion.
