The thesis will utilize a comparative analysis using the theory developed by Fred I. Greenstein that underlines the importance of the relationship between personal character and environment with political responses, and not the environment first that affects the two. It argues that the personalities of political actors play a major role in the creation and formulation of policy structures and systems. Its aim is to inform people that there are various factors to be considered in making policies, specifically foreign policies. It will help inform the people that policies usually reflect the personality of top leadership. The research will focus on foreign policy, specifically the bilateral relations toward China, of the Philippines under the following regimes: Marcos, C. Aquino, Ramos, Estrada, and Arroyo. It will be based on personal characterization of key personnel. The study shows how predisposition - personal, political, and environment view - affect greatly the response of the political leader in formulating and implementing foreign policies. Two (2) former presidents and (2) political analysts were interviewed to recount their experiences. As a result of the data gathered and analyzed, predisposition played a role equal to the environment ; historical and social - also contributed in making policies. Initial findings of the study show that the foreign policies of the Philippines toward China indicates that both environment and predisposition played an important role and both are considered equally by the presidents to make good and effective policies.

A decade later, however, this trend seems to have been reversed. The Thai military launched a coup in 2006, the Philippine armed forces expanded their political privileges under the Arroyo presidency, and the Burmese junta successfully engineered pseudo-democratic elections in 2010. This book discusses the political resurgence of the military in Southeast Asia throughout the 2000s. Written by distinguished experts on military affairs, the individual chapters explore developments in Burma, Thailand, the Philippines, Vietnam, East Timor, Indonesia and Singapore.
