Book excerpt: This document contains the papers presented at the Consultation on Aquaculture for Sustainable Rural Development which was organized jointly by FAO and NACA and held in Chiang Rai, Thailand, from March 29-31,1999 in order to develop the detailed structure of a regional program on aquaculture for sustainable rural development and to propose a strategy for its implementation. The consultation took an overview of the relevant information emerging from the presentations of country reports; lessons learned by specific projects; experiences of regional and international organizations and donor agencies; and findings of expert reviews. More sharply focused examination of critical issues and discussions on specific components of the draft program concept were followed through parallel working group discussions. The outputs of the working groups were further discussed during the concluding plenary. Finally, a detailed Program Framework on Aquaculture for Sustainable Rural Livelihood Development was conceived through consensus to serve as guiding principles for the formation of the program.--Publisher's description.

This scenario is changing and a greater proportion of fish we consume now is of farmed origin. Aquaculture, the farming of waters, is thought to have originated in China, many millennia ago. Nevertheless, it transformed into a major food sector only since the second half of the last century, and continues to forge ahead, primarily in the developing world. China leads the global aquaculture production in volume, in the number of species that are farmed, and have contributed immensely to transforming the practices from an art to a science. The State of the World’s Aquatic Genetic Resources for Food and Agriculture is the first ever global assessment of these resources, with the scope of this first Report being limited to cultured AqGR and their wild relatives, within national jurisdiction. The Report draws on 92 reports from FAO member countries and five specially commissioned thematic background studies. The reporting countries are responsible for 96 percent of global aquaculture production. The Report sets the context with a review of the state of world’s aquaculture and fisheries and includes overviews of the uses and exchanges of AqGR, the drivers and trends impacting AqGR and the extent of ex situ and in situ conservation efforts. The Report also investigates the roles of stakeholders in AqGR and the levels of activity in research, education, training and extension, and reviews national policies and the levels of regional and international cooperation on AqGR. Finally, needs and challenges are assessed in the context of the findings from the data collected from the countries. The Report represents a snapshot of the present status of AqGR and forms a valuable technical reference document, particularly where it presents standardized key terminology and concepts.

Proper planning will stimulate and guide the evolution of the sector by providing incentives and safeguards, attracting investment and boosting development. Moreover, it will help to ensure the long-term economic, environmental and social sustainability of the sector, and its ultimate contribution to economic growth and poverty alleviation. This paper provides practical guidance to aquaculture policy-makers and implementers on policy formulation and processes. It starts by reviewing governance concepts and international policy agendas relevant to aquaculture development and proceeds by defining "policy," "strategy" and "plan" while explaining common planning terminology. The paper proposes practical steps for improving policy formulation processes. These include: recognizing a timely opportunity for change; ensuring coordination and communication among stakeholders; adopting a participatory approach; learning lessons from elsewhere; and accepting that conflicts may arise and lead to hard choices. It highlights means for implementing aquaculture policies, notes the benefits of an ecosystem approach and proposes a range of instruments which, if implemented at various levels, will help progress towards the development goals for the sector. However, the successful implementation of aquaculture policies depends on overcoming challenges related to weak human capacity, institutions and monitoring systems and to inadequate financial resources. Therefore, the paper also suggests the means to do so. Central to successful planning in the aquaculture sector are coherence in the planning process and an emphasis on interdisciplinarity beyond sectoral remit through institutional collaboration, human capacity development and participation. It is also necessary to embed the chosen approaches and instruments in the principles of good governance. Together, these key elements will ensure the soundness and effectiveness of aquaculture development policies and the positive contribution of the sector.

During this phase, the project identified and tested interventions to develop integrated agriculture-aquaculture (IAA) farming systems and associated value chains to enhance food, nutrition and livelihood outcomes for rural households in Tonkolili District. This project emphasizes rehabilitation and improvement of fish and rice farming systems combined with nutritious vegetable crops. The assessment of existing fish and rice value chains in Sierra Leone was a key component of this initial phase to improve understanding of current farming systems and identify opportunities for interventions to increase productivity and income and improve nutrition among rural households in Tonkolili District. This report presents the key findings of the fish value chain assessment, with an emphasis on the development of the aquaculture sector and recommendations for potential value chain interventions in marine and freshwater fisheries and aquaculture sectors.
