Available in PDF, EPUB and Kindle. Book excerpt: The term EUROVISION, invented-by pure chance-only a few years ago, is now familiar to millions. What the name covers is the subject of this paper. EUROVISION is not the name of an organisation or company, but rather an emblem. It signifies international co-operation in television programme exchanges within the framework of the European Broad casting Union - or rather the most spectacular element of that Co-oper ation. It appears conspicuously at the head of programmes relayed by several countries. To understand the full extent of this co-operation, it is best to look at the wider field covered by the structure and working of the European Broadcasting Union itself. The European Broadcasting Union is a professional association, grouping Western European radio-television organisations as active members, with organisations in other continents as associate members. It is financed by contributions from its members. Questions of principle, management and financial responsibility come under the Administrative Council or the General Assembly (from which it is elected) - in which the Directors-General of the several organisations are represented. The present Chairman is M. RoDIN6 of Italy who succeeded M. RYDBECK of Sweden. Four Committees are responsible for preparatory studies and routine problems: the Legal, the Technical, the Programme and the Sound Broadcasting Committees, which group the specialist Service Directors.

Book excerpt: The conference of our European Institute for social security was held from the 16th till the 19th of October 1980 in Peruggia. As usual the theme of the Conference was the same of that of the preparatory Colloque held in Brussels in 1979: Social security reforms in Europe. The reports of that Colloque were published as Part I I of the Yearbook 1978-1980. Part I of the Yearbook 1980-1981 contains the reports presented in Peruggia. The reports are focussed on three items: The financing of social security (J.P. Launay, Jan B.M. Pierik, Jørn Henrik Petersen and Guy Perrin); The social benefits (Bernd Schulte and Sven Guldburg) and The organization of social security (A.J. Ogus, A. Berenstein and Jef van Langendonck) . The Yearbook contains also two national reports (M. Magrez and Asbj~rn Kjønstad), not available to be included in Yearbook I I 1978-1980. Finally the Yearbook contains a report from Guy Perrin on the social security problems of migrant workers and the synthesis report of Pasquale Sandulli. It's a pity that we could not include the report of Lucia Vitali, Le prestazini per inval idita nel sistema ital iano di sicurezza sociale: un anal isi economica, and the report of the Region of Umbria since there was no English or French translation available. The Institute once again wants to express its sincere gratitude to Pasquale Sandull i and his collegues for the adequate way in which they organized the conference.

Book excerpt: In order to describe how the elites in two political systems grappled with the potentially explosive influx of foreign labor, Gary Freeman analyzes and compares the ways in which the British and the French governments responded to immigration and racial conflict over a thirty-year period during the post-war era. In addition to comparing the policy records of the two countries, the author focuses on the process by which political and social phenomena become defined as public problems and how alternative responses to these problems are generated. His broader aim is to provide a standpoint from which to evaluate the more general problem-solving capability of the political systems under consideration. Professor Freeman finds that by 1975 both Britain and France had instituted tightly controlled, racially discriminatory, temporary contract-labor systems. Despite this basic similarity, however, he notes three distinctions between the two cases: while the French attempted to adapt immigration to their economic needs, the British failed to seize this opportunity; while the British moved toward an elaborate race relations structure, the French relied on criminal law and the economic self-interest of the worker to prevent outbreaks of racial violence; and the British were much more affected than the French by fears of immigration and racial conflict. Book excerpt: France, which has the largest Muslim minority community in Europe, has been in the news in recent years because of perceptions that Muslims have not integrated into French society. The Civilizing Mission in the Metropole explores the roots of these debates through an examination of the history of social welfare programs for Algerian migrants from the end of World War II until Algeria gained independence in 1962. After its colonization in 1830, Algeria fought a bloody war of decolonization against France, as France desperately fought to maintain control over its most prized imperial possession. In the midst of this violence, some 350,000 Algerians settled in France. This study examines the complex and often-contradictory goals of a welfare network that sought to provide services and monitor Algerian migrants' activities. Lyons particularly highlights family settlement and the central place Algerian women held in French efforts to transform the settled community. Lyons questions myths about Algerian immigration history and exposes numerous paradoxes surrounding the fraught relationship between France and Algeria—many of which echo in French debates about Muslims today.
