Les collaborations entre agents des champs politique, bureaucratique et culturel pour la promotion de l'intervention culturelle publique ont doté cette politique de structures et de logiques spécifiques qui l'ont progressivement autonomisée des investissements politiques qui en étaient à l'origine. Au fur et à mesure de cette institutionnalisation, un partage des rôles s'est tant bien que mal instauré, confiant la définition des grandes orientations aux élus et réservant celle des programmes aux acteurs culturels. Dans le même mouvement, la mise en avant de finalités proprement culturelles (et notamment la sempiternelle " démocratisation de la culture ") a permis de formuler sinon des objectifs clairs, au moins des compromis relativement stables. Ce double modus vivendi a été remis en cause depuis le milieu des années 1990. Les contraintes budgétaires ont notamment réduit l'initiative des acteurs culturels et, parfois, déplacé le centre de gravité des arbitrages culturels du côté des élus. Il est peu à peu devenu pensable que les politiques de la culture poursuivent d'autres fins que principalement culturelles, et soient mises au service du développement économique. L'histoire retracée dans cet ouvrage à l'échelon local révèle ainsi une évolution beaucoup plus générale : la remise en cause concomitante des spécificités des politiques culturelles et de l'autonomie du champ culturel.

Book excerpt: Vocational occupations are attractive not so much for their material rewards as for the prestige and self-fulfillment they confer. They require a strong personal commitment, which can be subjectively experienced in terms of passion and selflessness. The choice of a career in the cultural sector provides a good example of this. What are the terms of this calling? What predisposes individuals to answer it? What are the meanings of such a choice? To answer these questions, this book focuses on would-be cultural managers. By identifying their social patterns, by revealing the resources, expectations and visions of the world they invest in their choice, it sheds new light on these occupations. In these intermediary and indeterminate social positions, family heritages intersect with educational strategies, aspirations of upward mobility with tactics against downward mobility, and social critique with adjustment strategies. Ultimately the study of career choices in cultural management suggests a new take on the analysis of social reproduction and on the embodiment of the new spirit of capitalism. The empirical findings of this research conducted in France are set in a broader comparative perspective, at the European level and with the USA.

Book excerpt: The book is an interdisciplinary exploration of the complexities of ‘popular’ culture as a category of public policy. It approaches the notions of ‘cultural policy’ and ‘popular culture’ flexibly, examining what each comes to mean, explicitly or implicitly, in relation to the other. This generates a rich variety of approaches, but also a number of identifiable commonalities. We start from the proposition that 'popular culture' is largely absent as an explicit category of arts policy and debate today. The ‘arts’ are still, in practice, construed in terms of elite culture (despite claims to the contrary), while artefacts such as popular music, television, fashion, and so on are assumed to figure among the cultural or creative ‘industries’, giving the popular a set of narrowly economic, professional and commodity connotations. And yet, the popular is, in a range of ways, powerfully present as an implicit dimension of public policy and as a catalyst of cultural practices and attitudes. This apparent paradox underpins the proposal. The book is a collaboration between two UK-based institutions: the University of Leeds’s Popular Cultures Research Network and the well established Centre for Cultural Policy Studies at the University of Warwick. This book was originally published as a special issue of International Journal of Cultural Policy.

Book excerpt: At a time when Côte d’Ivoire was experiencing a military-political crisis and was split in two (2002), the Coupé-Décalé appeared as a real innovation in the Ivorian musical universe. It caused a “sensation” with cultural practices, a dress code, choreographic concepts and musical forms that were atypical of the time. While pre-existing genres, such as Reggae, Hip Hop and Zuglou, are positioned as “committed” music, Coupé-Décalé, on the other hand, is in a completely different register: that of bringing joy, setting the mood, forgetting the sad reality of this difficult period. Nearly two decades later, the Coupé-Décalé continues to enjoy great popularity among a community of fans who are sensitive to the ideology promoted and the social practices that derive from it. This study develops a reflection on the Coupé-Décalé, a form of cultural mediation that consolidates a subcultural identity. It aims first to show the pictorial and imagined representations of the youth subculture through musical content, then to examine the actors, practices and interactions that lead to the development of the musical work, and finally, to demonstrate how the public and the producers, through the reception of the music and the identification with the Coupé-Décalé, constitute a subculture. In short, the Coupé-Décalé is a subcultural identity. It specifies a new relationship to politics, to social norms and, above all, a quest for pleasure, endangerment and amusement. Au moment où la Côte d’Ivoire connaît une crise militaro-politique et est coupée en deux (2002), le Coupé- Décalé apparaît comme une véritable innovation dans l’univers musical ivoirien. Il fait “ sensation” avec des pratiques culturelles, un code vestimentaire, des concepts chorégraphiques et des formes musicales atypiques à l’époque. Pendant que les genres préexistants notamment le Reggae, le Hip Hop et le Zouglou se positionnent comme des musiques “engagées”, le Coupé-Décalé, quant à lui, s’inscrit dans un tout autre registre : celui d’apporter de la joie, de mettre de l’ambiance, d’oublier la triste réalité de cette période difficile. Près de deux décennies plus tard, le Coupé-Décalé continue de jouir d’une grande popularité auprès d’une communauté de fans sensibles à l’idéologie promue et aux pratiques sociales qui en découlent. Cette étude développe une réflexion sur le Coupé-Décalé, une forme de médiation culturelle qui consolide une identité sous-culturelle. Elle veut d’abord montrer les représentations imagées et imaginées de la sous- culture jeune à travers les contenus musicaux, ensuite examiner les acteurs, pratiques et interactions qui conduisent à l’élaboration de l’œuvre musicale, et enfin, démontrer en quoi le public et les producteurs, à travers la réception de la musique et l’identification au Coupé-Décalé, constituent une sous-culture. En définitive, le Coupé-Décalé constitue une identité sous-culturelle. Il précise un nouveau rapport au politique, aux normes sociales et surtout une quête vers le plaisir, l’enjaillement et l’amusement.

The authors shed new light on the particular importance of culture to the understanding of the societal upheavals in contemporary Turkey. By considering exchanges as circulations rather than one-way impositions, this book also advances our understanding of how territories are (re)defined by culture and makes a significant contribution to the interrogation of the concept of “Westernization”. This book brings into clear focus the reconfigurations currently taking place in Turkish cultural policy, demonstrating that while they are driven by the ruling party, they are also the work of civil society actors. It convincingly argues that an authoritarian turn need not necessarily spell the end of the cultural scene, and highlights the innovative adaptations and resistance strategies used in this context. Smith argues that while transformation has occurred in France's financial and education sectors, only relatively marginal shifts have occurred elsewhere in French society. To explain this pattern of continuity and isolated change, the book strongly nuances claims that neo-liberalism, globalization or a rise in populism have been its causes. References to these trends have impacted upon French politics to varying extents, Smith argues; however, France continues to be dominated by issues which are specific to the country and linked to its deep societal structures and history. Smith provides a comprehensive account of French society and politics and in doing so proposes an insightful analytical framework applicable to the comparative analysis of other nations.
